Gwangju City has begun to fully implement generative artificial intelligence (AI)-based smart administration in the first half of this year, simultaneously enhancing both the efficiency and creativity of public officials. This is regarded as a significant turning point in the city's transition from an "AI-centric city" to an "AI government."


From March to June, Gwangju City carried out a digital new technology usage fee support program for 165 employees across 53 departments at City Hall, enabling them to utilize major generative AI services such as ChatGPT, Perplexity, Midjourney, and Gamma. This initiative has served as a catalyst for accelerating digital transformation within the public sector.


In particular, ChatGPT, which is used by 95% of the 165 participants, has established itself as a core tool in planning and research tasks, including drafting report outlines, data analysis, and case collection. It has been used for 55 instances of proposal writing and 122 cases of statistical analysis, with usage frequency steadily increasing.


Generative AI is also being applied in various ways depending on the work purpose. Perplexity is used for information research requiring evidence, Midjourney for creating design drafts, Gamma for organizing presentation materials, and NapkinAI for text-based diagramming. As a result, the adoption of generative AI within the public sector is rapidly expanding across multiple areas.


Additionally, to improve employees' access to generative AI, the city has independently developed and introduced "AI Spokesperson," an administrative support service based on GPTs.


This service is being widely used for practical tasks such as drafting press releases, preparing policy explanation drafts, and summarizing documents, and is credited with significantly improving the quality of public communication. As of this month, more than 1,000 people are using AI Spokesperson, and it has received a user rating of 4.7 out of 5, indicating high satisfaction.


The city plans to share these successful cases with all departments through the "Digital Laboratory (D-LAB)" on the public officials' work portal, and to continuously improve the digital work environment by linking AI training and content purchases. In the second half of the year, the city also intends to expand the number of employees eligible for digital new technology usage fee support, allowing more staff to experience the convenience and efficiency of generative AI.


Lee Byungcheol, Director of Planning and Coordination, stated, "Generative AI is a key tool that enhances both administrative productivity and creativity. If the use of digital new technologies becomes routine throughout the city, it will increase administrative efficiency and ultimately result in better services for citizens."
