Gangseo-gu in Seoul will become the first district among Seoul's autonomous districts to enact the 'Basic Ordinance on Artificial Intelligence,' which will be announced and enforced on July 9. This ordinance was established to improve the quality of administrative services and enhance the quality of life for residents, in response to the rapid development and spread of artificial intelligence technology.

The main provisions include Article 3, which specifies the responsibilities of the district mayor to introduce artificial intelligence (AI) throughout the administration in order to improve service quality and resident convenience. Article 5 mandates the formulation of an annual implementation plan, which serves as a roadmap for AI policy promotion at the beginning of each year, to ensure policy continuity and sustainability.


Article 6 provides the basis for establishing an advisory group on artificial intelligence technology and policy, aiming to enhance the expertise and reliability of the policies. Article 7 specifies the scope of policy implementation, including administrative services, education, competitions, and industrial cooperation. Article 8 legally supports a public-private cooperation system with businesses, academia, and research institutes, laying the foundation for expanding AI pilot projects and related initiatives.


The district stated, "Through the enactment of this ordinance, we have secured a legal and institutional foundation for promoting policies utilizing artificial intelligence technology, and we have also established a clear basis for budgeting and executing expenditures related to AI projects in the future." The district added that this makes it possible to pursue a variety of policies, including innovation in AI-related administrative services, industrial promotion, and resident education.


This month, the district plans to provide employees with access to paid versions of generative AI tools to facilitate their use of AI in their work. In the second half of this year, Gangseo-gu will form an advisory group on artificial intelligence technology and policy, consisting of experts and professors. This advisory group will be responsible for deliberation, evaluation, and consultation regarding AI policies promoted by the district.


Jin Kyohoon, Mayor of Gangseo-gu, stated, "With the enactment of this ordinance, Gangseo-gu has taken its first step toward becoming a leading district in the AI era," adding, "We will continue to expand AI services that provide practical benefits to residents in their daily lives."
