How much is the first round of Livelihood Recovery Consumption Coupon?

A basic amount of 150,000 won will be provided to all citizens. For the near-poverty class and single-parent families, 300,000 won will be provided, and for basic livelihood security recipients, 400,000 won will be given. In addition, to promote regional balanced development, residents outside Seoul, Gyeonggi, and Incheon will receive an extra 30,000 won, and residents of rural depopulated areas will receive an additional 50,000 won.


Which depopulated areas are eligible for the additional 50,000 won?

=There are 84 rural depopulated cities and counties. Out of the 89 total depopulated areas listed on the Ministry of the Interior and Safety website, five urban districts are excluded. The breakdown is as follows: 11 in South Gyeongsang, 15 in North Gyeongsang, 16 in South Jeolla, 10 in North Jeolla, 9 in South Chungcheong, 6 in North Chungcheong, 12 in Gangwon, 2 in Gyeonggi, 2 in Incheon, and 1 in Daegu.


How can I check if I am in the near-poverty class or if my area is a rural depopulated area?

From July 14, you can request a pre-notification service for the Livelihood Recovery Consumption Coupon through 17 mobile apps such as Naver App, KakaoTalk, Toss, or on the National Secretary website. If you apply, you will receive advance information on July 19, two days before the application date, regarding the amount you are eligible for, how to apply, and the usage period.


Are foreigners eligible to apply for the Livelihood Recovery Consumption Coupon?

The main purpose of the Livelihood Recovery Consumption Coupon is to boost depressed consumption, revitalize the local economy, and support national income, so in principle, foreigners are excluded. However, foreigners can apply if they are listed on the resident registration with at least one Korean national, and are enrolled in national health insurance as a subscriber, dependent, or medical aid recipient, just like Korean nationals. In households composed only of foreigners, permanent residents (F-5), marriage immigrants (F-6), or recognized refugees (F-2-4) who are health insurance subscribers, dependents, or medical aid recipients are also eligible to apply.


Are only adults eligible to receive the Livelihood Recovery Consumption Coupon?

Minors are also eligible to receive the Livelihood Recovery Consumption Coupon. Adults born before December 31, 2006 must apply and receive the coupon individually. For minors, the head of household listed on the resident registration can apply and receive it on their behalf. In the case of a "minor head of household" with no adult members on the resident registration, the minor can exceptionally apply and receive the coupon directly.


Can citizens staying abroad receive the Livelihood Recovery Consumption Coupon?

If a citizen who was staying abroad returns to Korea between June 18 and September 12, they can receive the consumption coupon after verification of entry and completion of an objection process. However, since the first round of distribution ends on September 12, those returning from travel or business trips should complete the objection process without delay.


Can the consumption coupon be used anywhere like cash?

The Livelihood Recovery Consumption Coupon can only be used within the local government jurisdiction of your registered address. Residents of a special city or metropolitan city can use it within their respective city, while residents of a province can use it in the city or county corresponding to their address.


The eligible businesses are also limited to those with annual sales of 3 billion won or less. These include traditional markets, neighborhood supermarkets, restaurants, clothing stores, hair salons, private academies, pharmacies, clinics, and franchise member stores. In the case of Hanaro Mart, it can only be used at Hanaro Mart locations in rural areas where there are no similar businesses. Stores where the coupon can be used will display a "Livelihood Recovery Consumption Coupon" sticker.


Usage is restricted at large supermarkets, department stores, franchise headquarters stores, delivery apps, entertainment businesses, insurance companies, and online shopping malls. However, if you order through a delivery app and use the franchise member store's own payment terminal for "meet and pay," you can use the consumption coupon.
