Accelerating 500 Billion KRW Marine, Fisheries, and Tourism Projects
Boseong Unveils the 'Blue Tour' Era, Connecting Mudflats, Islands, Beaches, and Ports

"The future of Boseong lies in the sea." When County Governor Kim Cheolwoo began his eighth term in July 2022, this statement was not a declaration but a roadmap.


As of July 2025, marking the third anniversary of his inauguration, a total of 500 billion KRW worth of marine, fisheries, and tourism projects are gaining momentum across the coastlines, mudflats, islands, and ports of Boseong County.

After planting the seeds during the seventh term, the eighth term is now opening up the waterways in earnest, ushering in the era of the 'Blue Tour' as Boseong emerges as a hub for marine tourism along the southern coast. We took a closer look at these developments.


In Beolgyo-eup, the 'Beolgyo~Jangdo Ecological Exploration Road' project is underway, aiming for completion in 2026. This 20.4 km route will connect the Yeojaman mudflat with the coastline. In summer, when boat routes are virtually cut off, the installation of a marine deck and walking trail will transform mudflat exploration in the Jangdo, Jangam-ri, and Jangyang-ri areas into an experiential, pedestrian-friendly tourism activity, replacing vehicle-based visits.


The 'Yeojaman National Marine Ecological Park' is a joint project between Boseong and Suncheon, investing 215.5 billion KRW to create the 'Yeojaman Mudflat Wetland Park,' a 'Blue Carbon Ecological Garden,' and more.


If selected as a preliminary feasibility project in the third quarter of this year, the park will enter full-scale development with the goal of opening in 2030. With the value of 'Korean Tidal Flats'?designated as a UNESCO World Natural Heritage site in 2021?combined with blue carbon research and a healing-oriented ecological garden, the Boseong Beolgyo mudflat will be reborn as a hands-on venue for learning about and experiencing carbon neutrality.


Projects are also underway to restore the mudflat itself as a response to the climate crisis. The 'Beolgyo Mudflat Restoration Project' will newly create a 5-hectare salt-tolerant plant community and manage an existing 1.44 hectares, contributing to carbon neutrality by 2050.


The '4th Comprehensive Island Development Plan' aims to improve the quality of life for island residents, with 15 infrastructure upgrades at its core, including the repair and maintenance of docks on Jangdo, Haedo, and Jijudo. Targeted for completion in 2027, the project is progressing smoothly, greatly improving island accessibility and naturally connecting to the ecological exploration road and mudflat park.


The center of tourism is shifting from Yeojaman to Yulpo on the southern coast. The 30 billion KRW Yulpo Port Fishing Village New Vitality Promotion Project proposes a 'seaside living zone' model that includes a fisheries complex, a community plaza, and a gourmet and shopping street.


The 'Yulpo Marine Complex Center,' with an investment of 48.4 billion KRW, will become a year-round leisure hub featuring a scuba pool, surfing area, and underwater studio. Once completed in 2027, it is expected to establish itself as a mecca for surfing, underwater photography, and diving along the southern coast.


The 'Yulpo Promenade,' which will enhance the pleasure of walking along the beach, is a 5,000-square-meter seaside plaza with rest and communication spaces and marine leisure facilities, scheduled for completion in 2027.


County Governor Kim Cheolwoo stated, "With the belief that 'the future of Boseong lies in the sea,' I have devoted myself to building marine tourism infrastructure during the seventh and eighth terms. By organically connecting the mudflats, islands, beaches, and ports, we will complete a unique Blue Tour model for Boseong and bring about a dramatic transformation in the lives of our residents and the local economy."
