The National Policy Planning Committee, which serves as the transition committee for the Lee Jaemyung administration, has begun discussions aimed at improving the operational efficiency of public institutions and addressing the issue of mismatched terms for heads of public institutions during changes in administration.


On the morning of July 1, Cho Seungrae, spokesperson for the Democratic Party of Korea, held a briefing at the annex of the Government Complex Seoul in Changseong-dong, Jongno-gu, Seoul, and announced, "A review process has begun to enhance the efficiency of public institution operations, separate from the government organization restructuring."


He stated, "We are currently examining structural issues, including whether public institutions are functioning effectively in line with their founding purposes, and the problem of mismatched terms for institution heads when there is a change in administration." President Lee has previously pledged, as a key campaign promise, to strengthen consistency and accountability in the management and policy implementation of public institutions.


The possibility of linking these discussions to government organization restructuring was also mentioned. Spokesperson Cho said, "Adjustments to the position or functions of the Public Policy Bureau of the Ministry of Economy and Finance, which oversees public institution operations, will inevitably be considered as part of the government organization restructuring process."


He added, "The issue of the terms of public institution heads was a matter that both ruling and opposition parties nearly reached an agreement on at the end of the Moon Jaein administration." He emphasized, "Aligning the terms is an important task not only for the continuity of government, but also for ensuring the continuity and efficiency of institutional policies."


Additionally, spokesperson Cho stated, "All options are being considered in the discussions, and which issues will be placed on the agenda will be determined after the Political and Administrative Subcommittee drafts proposals and reports them to the Operations Committee."
