Guro District in Seoul is set to enhance organizational efficiency, strengthen communication with residents, and secure momentum for redevelopment and reconstruction projects through a restructuring of its organization.
The district has reinforced its dedicated staff for direct civil complaints and changed the name of the existing "Direct Civil Complaints Advisor" to "Direct Civil Complaints Office" to increase the visibility and responsiveness of services for residents. In addition, a new "Advisors Office" will be established to strengthen public-private cooperation and policy advisory functions. The Advisors Office will be responsible for building public-private cooperation systems, mediating conflicts, and supporting policy decisions to efficiently implement the eighth popularly elected administration's pledges, and will be staffed by four specialists.

A "Redevelopment and Reconstruction Project Support Team" will also be newly established to ensure the prompt and systematic support of redevelopment and reconstruction projects. The team will operate directly under the district mayor and will be responsible for managing the support and advisory groups for redevelopment and reconstruction projects, as well as overseeing related education and public relations.
The names of some teams within the Autonomous Administration Division have been changed to make them easier for residents to understand. The "Autonomous Administration Team" has been renamed the "Dong Administration Team," and the "Dong Office Facilities Team" has been renamed the "Dong Office Management Team," clarifying the scope of each team's responsibilities.
The district explained that this restructuring is characterized by reorganizing necessary functions while maintaining the overall size of the organization. The number of teams has increased by one, from 157 to 158, while the total number of staff remains the same. The aim is to improve efficiency and strengthen functions without a substantial expansion of the organization.
Furthermore, the district expects that this restructuring will strengthen the foundation for implementing new pledges of the eighth popularly elected administration and realize a trusted, resident-centered administration. The organizational changes will take effect on July 14.
