Meetings with Resident Representatives and Experts Held in May
Over 12,000 Residents Participated in June Survey
75% Support Abolishing Resident Burden Evaluation Criteria
Seongnam City in Gyeonggi Province (Mayor: Shin Sang-jin) announced on July 1 that, regarding the selection method for the Bundang New Town redevelopment zones, it plans to proceed with the "proposal submission method," which is preferred by the majority, after a step-by-step process of gathering opinions from resident representatives and experts, as well as conducting a survey.
During May, Seongnam City held a total of five meetings with local apartment association representatives, resident representatives from areas applying for leading zone competitions, resident representatives from special redevelopment zones, and private experts from the redevelopment and reconstruction support group. Through these meetings, the city confirmed that the majority favored the "proposal submission method" in terms of resident autonomy and speed.
Subsequently, to gather broader input, the city conducted an online and offline survey of Bundang New Town residents from June 23 to 29, with approximately 12,500 participants providing their opinions.
According to the survey results, 64% of respondents preferred the "proposal submission method," the highest proportion, followed by the competition method at 31%, and 5% responded that they did not know. These results are consistent with the opinions confirmed during the meetings. Regarding the evaluation criteria for leading zone competitions (relocation measures, long-life certification, additional public contributions), 75% of respondents called for their abolition.
Regarding the timing for accepting proposal submissions, 63% of respondents answered that "six months after the announcement of the submission guidelines" would be appropriate, the highest proportion. For infrastructure items to be reflected, 23% of respondents most preferred complex cultural facilities, followed by transportation facilities at 16%, and parks at 13%.
Seongnam City addressed concerns raised by some about the cost burden of the proposal submission method, explaining, "Even if a redevelopment plan is not selected in the relevant year, the plan can be reused the following year. Through agreements with service providers, only a portion of the cost needs to be paid initially, with the remainder settled from project funds later, so the actual burden is not significant."
Based on the results of these meetings and the survey, Seongnam City plans to establish a concrete direction that ensures resident autonomy and enables swift progress, and, after consultation with the Ministry of Land, Infrastructure and Transport and Gyeonggi Province, finalize and announce the 2025 redevelopment zone selection plan.
