Guri City Makes All-Out Efforts to Promote Use of the Personal Signature Verification System

Fee Exemption Benefits Extended Until 2028

Guri City in Gyeonggi Province (Mayor: Baek Kyunghyun) announced on June 30 that it will strengthen promotion of the Personal Signature Verification System to provide citizens with convenient and secure administrative services. The city also stated that the exemption of issuance fees will continue until December 31, 2028.

The Personal Signature Verification System, introduced in December 2012, allows individuals to obtain a verification certificate by signing in person with only an ID card, without the need for a registered seal, at any location nationwide. This certificate holds the same legal validity as a seal certificate.

The system is highly regarded for significantly improving citizen safety and convenience, as it eliminates the need for prior seal registration or making and storing a physical seal, and does not allow proxy issuance. This fundamentally blocks the risks of forgery, alteration, or legal disputes.

Nevertheless, due to longstanding practices centered on seal certificates and low public awareness, the usage rate of the system remains low. To encourage use, the government has been waiving the issuance fee, which was previously 600 won per certificate, for all citizens from April last year until December 31, 2028.

Baek Kyunghyun, Mayor of Guri, stated, "The Personal Signature Verification Certificate has the same legal effect as a seal certificate, but is a safer and more convenient system. I hope that many citizens will actively use the Personal Signature Verification Certificate during the fee exemption period and experience convenient and reliable administrative services."

Guri City plans to continue a variety of promotional and informational activities to further encourage the use of the Personal Signature Verification System in the future.
