Chairman Shin Donghwa presented on the overall major issues raised during the session, including the main points identified in the administrative affairs audit, council member-initiated proposals, and the activities of the Special Budget and Accounts Committee.
In particular, he strongly criticized the disposal of the Landmark Tower development site, which was raised as a problem through the administrative affairs audit and city administration questions. He stated that, although this disposal constitutes a "disposal of important assets," it was carried out without a board resolution, which is a clear violation of the articles of association. He also pointed out that, considering the "public-private joint development method" that was a prerequisite for the council's original investment approval, there is room for legal and administrative controversy regarding the legitimacy of not seeking the council's prior consent for the new method or not conducting prior consultations.
He further pointed out that the appropriateness of the land sale price, which was calculated in 2023, should be recalculated as of the current time, after the opening of Line 8. He also noted that, in the selection of the business operator, items that allow for subjective evaluation account for a significant portion of the scoring, rather than simply selecting the highest bidder, which raises concerns about the fairness of the evaluation method.
Shin Donghwa also mentioned the reopening of Lotte Mart on the 26th, stating, "On March 8 last year, we revised the 'Guri Distribution Market Management and Operation Ordinance' to require a security deposit for lease contracts with Lotte Mart, unlike when L Mart entered." He requested that Lotte Mart prepare measures for mutual cooperation to ensure that local small businesses, such as the Guri Traditional Market and neighborhood commercial districts, are not adversely affected. He also called for the expansion of sales channels in connection with the agricultural and fisheries wholesale market and the installation of separate shelves for local specialty products as ways to promote local coexistence.
Regarding the GTX-B Galmae Station stop, Chairman Shin Donghwa said, "In August, the Ministry of Land, Infrastructure and Transport will announce the results of its review of Guri City's feasibility study. If the study proves that a stop at Galmae Station is economically viable, the ministry will request the business operator to change the detailed design, and the long-awaited GTX-B Galmae Station stop for Guri citizens will finally be confirmed within the year."
