"Job Training Instead of Reprimand or Warning"... Chungnam Audit Committee Implements Alternative Disciplinary Measure System for the First Time Chungnam Provincial Government Office building.

The Chungnam Provincial Audit Committee has implemented the 'Alternative Disciplinary Measure System' for the first time in the country.


On June 26, the committee held its 158th meeting and announced on June 27 that it had decided to order five public officials from Gyeryong City, each with less than three years of service and found to have committed minor violations, to complete 20 hours of job-related training instead of imposing disciplinary actions such as reprimand or warning.


This system, introduced in April, offers education or volunteer opportunities instead of disciplinary action to those subject to minor misconduct measures. It aims to prevent recurrence, strengthen capabilities, and internalize the value of integrity.


Since its initial implementation, several local governments have benchmarked the system and are either introducing it or revising internal regulations, with the program being recognized as a model case of 'prevention-focused auditing.'


The Audit Committee plans to closely analyze the effectiveness of the system, gradually expand its scope and targets, and actively share its accumulated success stories with other provinces and cities.


Sung Wooje, Chairperson of the Audit Committee, stated, "We have institutionalized the voices from the field, which suggest that improvement through education and volunteer work can be more effective than disciplinary action," adding, "We will actively support junior public officials so that their early mistakes become assets for growth, enabling them to provide more trustworthy administration to the residents of the province."
