Professor Seo served as the inaugural principal of the Dokdo School at the Independence Hall of Korea in 2013. He has also consistently placed advertisements about Dokdo in major international media outlets such as The New York Times and The Wall Street Journal, taking the lead in defending Dokdo's sovereignty. Over the years, he has produced and promoted a series of videos highlighting symbols of Dokdo, such as the sea lion, Sapsal dog, Dokdo shrimp, and island stonecrop, making significant efforts to raise awareness about Dokdo.

Professor Seo is also widely recognized as a 'Korea promotion expert.' Starting with the founding of the Korea Promotion Alliance Club 'Survival Competition' during his university days in 1994, he has been leading the movement to promote accurate information about Korea for 31 years. In particular, regarding Dokdo, he has served as an honorary ambassador for organizations such as the Dokdo Love Movement Headquarters, the East Sea Regional Coast Guard, and the Gyeongbuk Cultural Foundation Content Promotion Agency, creating a variety of content to promote Dokdo both domestically and internationally.

Professor Seo stated, "Ulleungdo has not only the Dokdo Museum but also many historical sites related to Dokdo, but they are not widely known, so few tourists visit." He continued, "There are places like the Ulleungdo 'submarine cable landing site' and other historical sites from the Japanese occupation that have been neglected, and I want to make arrangements so that tourists and anyone interested can easily visit these locations."

He emphasized, "While it is important to counter Japan's territorial claims over Dokdo and raise global awareness about Dokdo, it is equally important to encourage both domestic and international tourists to visit Dokdo and Ulleungdo." He added, "In cooperation with Ulleung County, I will create and promote a variety of content to showcase the appeal of Dokdo and Ulleung County."
