"Preparing for the Arctic Route"... Busan Port Authority Restructures, Establishes New AI Response Unit

Busan Port Authority (BPA) has initiated an organizational restructuring to prepare for the Arctic shipping route and the era of artificial intelligence.


On June 27, BPA announced that it will restructure its organization from the current 23 departments to a 24-department system, effective July 1. This restructuring is a function-oriented adjustment aimed at proactively responding to the rapidly changing global logistics environment and shifts in government policy, as well as enhancing the execution capabilities of its strategic projects.


BPA developed the restructuring plan through organizational diagnosis, internal feedback, and consultations with the labor union, and finalized it following a review by the Port Committee on June 19. Through this restructuring, the authority has established five key response units to transform Busan Port into a global eco-friendly hub port and a central port for the Arctic shipping route.


To prepare for the commercialization of the Arctic shipping route, BPA has established an "Arctic Route Team" under the Global Business Division, and the existing International Logistics Support Department has been elevated to the "International Logistics Support Office." These units will serve as the control tower for pioneering the Arctic route and implementing related policies.


In line with the government’s carbon neutrality policy, the functions of the "Eco-Friendly Port Department" will be strengthened. Additionally, a new "Energy Self-Reliance Project Team" will be established to build a port energy self-sufficiency foundation, including the development of bunkering systems based on next-generation eco-friendly fuels such as methanol, hydrogen, and ammonia.


To respond to the development of Jinhae New Port and the advancement of port operations, a "Mega Port Planning Team" will be established within the Construction Headquarters, and an "Operations System Improvement Team" within the Operations Headquarters. These measures are part of the implementation of the "Global Hub Port Development Plan" jointly announced by relevant ministries.


The Digital Information Department will be reorganized into the "Digital AI Department," which will strengthen capabilities in AI and big data-driven policy development and cyber security. This organizational change aligns with the new government’s AI transformation initiative. Furthermore, in response to the expansion of ESG management, BPA will integrate and strengthen ESG functions and reorganize the Disaster Safety Office to promote integrated management of safety and the environment.


Song Sangkeun, President of Busan Port Authority, emphasized, "To address the pressing issues facing Busan Port, such as the Arctic shipping route, eco-friendliness, digitalization, and ESG, we need an agile and flexible execution-oriented organization. We will transition to an execution-based system that connects policy and on-site operations to secure the future competitiveness of Busan Port."
