The winner will be granted priority negotiation rights for the basic and detailed design, as well as for the implementation of the design intent. The integrated government complex will consist of a public office building for the district office and district council, as well as a newly constructed, independent public health center on a separate site near the new complex. The project will be carried out using a circular development method, which involves exchanging the current office building site with the adjacent Dangsan Neighborhood Park.

During the construction of the new complex, district office operations will continue at the current location, preventing any administrative disruption. In addition, there will be no building rental costs, resulting in budget savings. Since the new complex will not be relocated to another area, local businesses will be protected, and the convenient transportation environment, located at Yeongdeungpo-gu Office Station on subway lines 2 and 5, will be maintained.

The current Yeongdeungpo District Office building, completed in 1976, is now 49 years old and has long faced challenges in providing administrative services due to safety concerns and limited space.

The construction of the integrated government complex completed its preliminary administrative procedures with the review by the Seoul Metropolitan Urban Planning Committee on June 18, 2025. Since the beginning of the 8th popularly elected administration, the district has secured a 100 billion won fund for the new complex within three years and has established a plan for the integrated government complex.

Choi Hokwon, Mayor of Yeongdeungpo District, stated, "The integrated government complex will be an open space for residents and a new landmark for Yeongdeungpo that harmonizes with green spaces. We will do our utmost to ensure the smooth progress of the complex's construction through this international design competition."
