Performance-Oriented Principles Applied"
On June 25, Wando County in South Jeolla Province announced its regular personnel appointments for the second half of 2025. This round of appointments is a follow-up measure in response to promotion factors resulting from merit-based sabbaticals and retirements. The county stated that it applied a performance- and results-oriented personnel principle to ensure optimal staffing and enhance organizational efficiency.
According to the county, promotions were determined by comprehensively considering each candidate’s contribution to county administration, work performance, and ability to carry out duties, all within the pool size specified in the promotion candidate roster. Individuals who did not complete required training hours, those under promotion restrictions, those who have been disciplined, and those currently suspended or on leave were excluded from consideration for promotion.
In accordance with the Local Public Officials Appointment Decree, the multiple-candidate principle based on vacancy size was also applied. When there was one vacancy, candidates up to seven times the number of vacancies were considered; for two vacancies, five times; and for three to five vacancies, four times the number of vacancies were reviewed for promotion.
Transfers were made by placing personnel in positions that best match their expertise, the specialized nature of their work, continuity of projects, and career experience. The principle of rotating those who have served long-term in the same department was prioritized. Talented individuals were selected for key projects and core departments of county administration. For applicants with grievances or difficulties, each case will be carefully reviewed and considered according to its specific circumstances.
In principle, team leaders at level 6, newly promoted level 7 officials, and new hires will be transferred to township or town areas. However, exceptions will be made in cases where personnel management makes it unavoidable, with plans for separate transfers at a later date. This round of appointments is expected to result in up to 66 promotions.
General promotions will account for 64 positions, broken down by rank as follows: ▲Level 5: 4 positions (administrative) ▲Level 6: 12 positions ▲Level 7: 17 positions (administrative 4, tax 1, social welfare 3, engineering 1, agriculture 1, maritime and fisheries 2, nursing 2, facilities 1, disaster and safety 1, driving 1) ▲Level 8: 31 positions (administrative 9, tax 2, IT 1, engineering 3, agriculture 1, landscaping 1, maritime and fisheries 3, health 3, medical technology 3, facilities 3, disaster and safety 1, driving 1).
Preferential promotions will be given to two administrative officials at level 8, scheduled to take place in October. The appointments also reflect agreements made with the Wando County Public Officials Labor Union. When a public official with three or more children is promoted, priority will be given to transfers to the main county office. In cases where a single parent or a couple with children are promoted at the same time, the female official will be transferred to the main county office as part of a tailored support policy.
A county official stated, "Along with these regular personnel appointments, we also plan to proceed with appointments for security guards and permanent staff," adding, "Due to ongoing training requirements or incomplete education, the actual number of promotions may be lower than announced."
