A procedure allowing the court to impose a sentence without trial if requested
In statement, says "I don't feel sorry... I think I did the right thing"
It has been confirmed that a man in his 60s, who killed his wife with a weapon just one week after a court-issued access restriction order expired, had also been summarily indicted earlier this year for threatening his wife with a weapon.
According to legal sources on June 23, the Incheon District Prosecutors' Office summarily indicted a Chinese national in his 60s, referred to as Mr. A, in January on charges of special intimidation, imposing a fine of 1 million won. Summary indictment is a procedure in which the prosecution, judging that the case is subject to monetary penalties such as fines or confiscation, requests the court to impose a sentence without a formal trial.
Mr. A is accused of threatening his wife, Ms. B, also in her 60s, with a weapon at their officetel residence in Bupyeong-gu, Incheon, at around 10:30 p.m. on December 17 last year. During a verbal argument, he reportedly threatened Ms. B with a weapon from inside the house, saying, "I will stab you."
The police arrested Mr. A at the scene and booked him without detention, then applied to the court for a temporary restraining order. Mr. A was ordered to stay at least 100 meters away from Ms. B and was also restricted from contacting her.
The court twice extended the initial two-month restraining order, ultimately prohibiting Mr. A from approaching Ms. B for a total of six months. After the temporary order expired on June 12, Mr. A went to the officetel in Bupyeong-gu where his wife was staying just one week later, on June 19, and fatally stabbed Ms. B multiple times with a weapon in front of the entrance.
It was found that Mr. A had gone to the officetel on June 16 but did not encounter Ms. B, and that he visited again on June 18, the day before the crime. On the day before the incident, Mr. A also went to the police station and claimed, "The temporary order has ended, but my wife is not letting me into the house and is refusing to divorce me."
At the time, the police advised Mr. A, who is a Chinese national, that he could call the Multicultural Call Center for divorce counseling. They also informed Ms. B that her husband had visited regarding issues with entering the house and divorce counseling.
Investigations revealed that on the day of the incident, Ms. B visited the police station to inquire about receiving a smart watch and installing closed-circuit (CC) TV. However, she was killed before these measures could be implemented.
Mr. A, who was arrested on charges of murder and referred to the prosecution on this day, appeared at the Incheon District Court on June 21 for a pretrial detention hearing. When asked by reporters if he had anything to say to his deceased wife, he replied, "I think I did the right thing." When further asked why he went to see his wife immediately after the access restriction ended and whether he felt sorry for his remaining family, he said, "It's my house, so where else would I go? As for the remaining family, there's only one son, so I don't feel sorry."
