"Preventing Malicious Civil Complaints
and Protecting Public Officials"
On June 23, Seo-gu District Office in Gwangju held the '2025 First Half Special (Grievance) Civil Complaint Response Capacity Enhancement Training' for all employees at the Deulbul Hall in the Seo-gu Office.
According to Seo-gu, this training was organized to effectively respond to repetitive and threatening malicious civil complaints and to prevent safety accidents that may occur during the complaint handling process.

The training was focused on practical fieldwork, centering on actual cases, and covered topics such as response guidelines for each type of complaint, preemptive prevention strategies, and psychological stress management, with the aim of strengthening employees' response capabilities. The district has expanded the scope of training to include not only civil complaint officers but also team leaders and security guards, thereby broadening the malicious complaint response system across the entire organization.
According to the district's own investigation, there have been over 400 cases of malicious complaints?including verbal abuse, threats, sexual harassment, and assault?over the past two years (2023-2024). In response, Seo-gu has established a cooperative system with the police and lawyers, and is taking legal action against illegal acts such as verbal abuse, defamation, sexual harassment, assault, threats, and civil complaints that interfere with official duties.
Additionally, the district is preparing specific response systems, including the rotation of security guards, designation of dedicated personnel for malicious complaints, establishment of a professional response team, and development of a manual for handling special complaints.
To address psychological damage caused by malicious complaints, Seo-gu provides up to 500,000 won per person annually for treatment expenses, and is also running psychological healing programs and healing education to promote emotional stability.
Kim Ikang, head of Seo-gu District Office, stated, "We will respond firmly under a zero-tolerance policy to ensure that no employee has to bear the damage from malicious complaints alone," and added, "We will go beyond simply providing administrative services to create an environment where public officials can work safely and earn the trust of residents."
