Yang Bunam, a member of the Democratic Party of Korea (representing Gwangju Seo-gu-eul), announced on the 23rd that he will hold a policy seminar titled "Is It Possible to Link Regional Love Gift Certificates with the Fund System?" at 10:00 a.m. on the 25th in the 2nd seminar room of the National Assembly Members' Office Building.
This seminar is co-hosted by Assemblyman Yang, along with Kim Hyunjung, Moon Daelim, Min Hyungbae, Park Junghyun, Lee Gwanghee, and Han Byungdo, and is organized by the Korea Regional Management Institute. The event aims to explore institutional changes to secure the policy stability and sustainability of Regional Love Gift Certificates and to establish flexible fiscal management methods.
The Regional Love Gift Certificate is a representative regional revitalization policy that reflects President Lee Jaemyung's philosophy on the people's livelihood economy. It has contributed to increasing sales for small businesses and promoting local consumption.
Recently, the government increased the budget related to Regional Love Gift Certificates by 600 billion won in the second supplementary budget proposal for 2025, and included Regional Love Gift Certificates in the livelihood recovery consumption coupon program, continuing active fiscal measures to revitalize the local economy.
However, as the budget allocation for Regional Love Gift Certificates has repeatedly been somewhat fluid, local governments and small business owners have raised the need to improve predictability, operational stability, and sufficient fiscal support.
Some local governments are focusing on expanding the use of Regional Love Gift Certificates as a key means of local economic recovery, taking proactive measures such as investing their own resources or preparing institutional foundations.
At the seminar, Han Seunghun, head of the Korea Regional Management Institute, will give a presentation on "The Current Status of Regional Love Gift Certificate Operations and the Need for Fund Formation," while Kang Hyunggu, a professor at Hanyang University, will present on "Strategies for Securing Resources and Revenue Models." Following these presentations, a panel discussion will be held, chaired by Jung Sunghoon, president of the Korea Regional Management Institute, with participants including Yoon Minseop, executive director of the Digital Consumer Research Institute; Yoo Deokhyun, president of the Seoul Small Business Association; the head of the Economic Policy Team of Gwangju City; and the director of the Regional Economy Division at the Ministry of the Interior and Safety.
Assemblyman Yang stated, "The Regional Love Gift Certificate has become a core policy for protecting small businesses and revitalizing the local economy," and emphasized, "As the supplementary budget has significantly reflected this policy, it is necessary to establish a sustainable fiscal structure and institutional foundation to ensure that it is managed more systematically and stably in the future."
He added, "As this policy aligns with the Lee Jaemyung administration's focus on the people's livelihood economy, the most important task at this stage is to further develop it based on existing achievements," and expressed hope that "this seminar will serve as a starting point for institutional transformation."
