Balanced Promotions Across All Tracks, from Administration to Health and Technical Positions
Organizational Vitality and Responsible Administration Expected
Andong City in Gyeongbuk Province (Mayor Kwon Gichang) announced that it had conducted its regular promotion appointments for the second half of the year as of June 20, 2025, confirming a total of 125 promotions.
This round of appointments is being evaluated as having placed talented individuals with expertise and competency in the right positions, thereby enhancing continuity and efficiency in municipal administration. Additionally, the city is said to have boosted overall organizational morale and established a foundation for responsible administration by ensuring balanced promotions across different ranks.
The promotions include 4 people to Grade 4, 14 to Grade 5, 22 to Grade 6, 28 to Grade 7, 34 to Grade 8, and 23 to Grade 9, totaling 125 individuals. The scope of this year’s promotions is broader than in previous years. The selections were made evenly across various job categories, including administration, social welfare, agriculture, engineering, facilities, health, and nursing, with a strong emphasis on professional expertise and practical experience.
◆ Grade 4 Promotions: Selection of Mid-Level Managers to Lead Municipal Administration
In this round of appointments, four individuals were promoted to Grade 4 director positions: Kim Jinhui (Head of Social Welfare Division) and Lee Youngsik (Head of Autonomous Administration Division) from the administrative track, and Lee Junhong (Head of Construction Division) and Jeon Jongho (Head of Agricultural Policy Division) from the technical track. These individuals will play a pivotal role in the future administration of Andong City.
◆ Grade 5 Promotions: Contributing to Organizational Stability as Practical Leaders
The 14 Grade 5 promotees include Gong Byunghwa, Kwon Mikyung, Kwon Eunyoung, Kim Byungtae, Kim Hyojin, Jung Miok, and Hwang Jeomi from the administrative track; Kim Kyungdong and Kim Inwon from the tax track; Kim Hyekyung from the librarian track; Kim Kisoo from the engineering track; and Kwon Yonggeun, Kwon Jungki, and Jang Dongjun from the facilities track. These individuals have accumulated practical experience in various departments and are recognized for their ability to proactively address issues in their respective fields.
◆ Significant Number of Promotions in Practical Grades (Grades 6?9): Boosting Morale in the Public Sector
There was also a significant number of promotions among those in Grade 6 and below. About 100 people were promoted across administrative, tax, social welfare, health, medical technology, engineering, and facilities tracks. Notably, there was a strong showing by female public officials and young civil servants.
Through these appointments, the city aims to further strengthen its organizational capacity to support the major policies of the 8th popularly elected administration, while continuing its practical, performance-oriented personnel policy to realize a "fair and dynamic municipal administration."
An official from Andong City stated, "These promotions were carried out fairly, based on principles of performance and competency. They will serve as a foundation for revitalizing the municipal administration and building a public sector that earns greater trust from citizens," adding, "We will continue to build an organization that delivers results and pursues municipal administration together with citizens."
