Janghan Baek, a member of the Gwangju Seo-gu Council, announced that the "Ordinance on Supporting Education and Training for Members of the Gwangju Seo-gu Council," which he proposed during the 331st regular session, passed the relevant standing committee on June 20.

Baek stated, "First-term council members often struggle because they lack opportunities to build basic job competencies due to their busy legislative schedules immediately after their term begins, including business briefings, supplementary budget reviews, and administrative audits." He added, "With the amendment of the 'Local Autonomy Act' in September 2023, newly elected members of local councils can now also receive education necessary for legislative activities."
The main points of the ordinance include: ▲expanding the scope of education recipients to include not only current council members but also newly elected members; ▲establishing plans for domestic education and training; and ▲requiring the submission of a report after completing the training.
Baek said, "By providing education and training for local council members, we expect to enhance the professionalism of their legislative activities and improve the quality of policies for residents."
