Under this agreement, the county plans to invest a total of 1.2 billion won to plant trees such as Chinese fringe trees, crape myrtles, and zelkova trees on unused land within the Namjangseong Junction ramp section managed by the Korea Expressway Corporation.

The county expects that the creation of the urban forest will help improve the environment by blocking and absorbing vehicle exhaust and dust, as well as providing benefits such as carbon storage and mitigation of climate change. In addition, it believes that improving the expressway landscape will enhance the city image of Jangseong.

Governor Kim Han-jong stated, "This agreement is a win-win model that realizes both the creation of Jangseong County's 'Millennium Forest' and the ESG management of the Korea Expressway Corporation," adding, "We will thoroughly implement this project to respond to the climate crisis and improve the quality of life for our residents."
