Seonghwa Lim of Gwangju Seo-gu Council Calls for Action on Unattended Personal Mobility Devices

Assemblyman Seonghwa Lim of Gwangju Seo-gu Council (representing Gwangcheon-dong, Yudeok-dong, Chipyeong-dong, Sangmu 1-dong, and Dongcheon-dong) saw the original draft of the "Partial Amendment to the Gwangju Seo-gu Ordinance on the Promotion of Safety in the Use of Personal Mobility Devices," which he sponsored during the 331st 1st Regular Session, passed on June 17.


In Seo-gu, personal mobility devices (PMs) that are left unattended in the five major illegal parking prohibition zones (30 minutes) or general parking prohibition zones (120 minutes) are subject to towing, with towing and storage fees imposed after the removal.

This "Partial Amendment to the Seo-gu Ordinance on the Promotion of Safety in the Use of Personal Mobility Devices" was revised to more proactively prevent various safety issues arising from the increased use of personal mobility devices. The amendment includes: ▲ requirements for rental business operators (compliance with regulated speed, operation of parking facilities, verification of user qualifications), ▲ installation of parking facilities, and ▲ measures for relocation, storage, or disposal of devices left unattended, as well as the collection of related costs.


Assemblyman Lim stated, "While the use of personal mobility devices (PMs) has increased, a culture of safe usage is still being established. Although related legislation has been proposed in the National Assembly, it has not yet been passed." He added, "I will continue to urge the passage of relevant laws and proactively pursue measures and actions that can be taken at the local government level."
