Cooperation with LG Energy Solution and Qmotors... Signing of Business Agreement to Promote Distribution
Expanding Electric Two-Wheeler Supply for Small Business Owners... Accelerating the Shift to Eco-Friendly Mobility
Pohang City is taking concrete steps to reduce urban carbon emissions and build an eco-friendly industrial base by expanding the distribution of electric two-wheelers and charging infrastructure.
On June 17, the city signed a "Business Agreement for the Promotion of Carbon-Neutral Electric Two-Wheeler Distribution" with LG Energy Solution (CEO Kim Dongmyung) and Qmotors (CEO Kim Jonghyun) in the main conference room at City Hall.

This agreement was established to jointly promote the creation of eco-friendly urban infrastructure for achieving carbon neutrality and supporting small business owners. The collaboration involves Pohang City, a global leader in secondary batteries; LG Energy Solution, which developed Korea's first KS-certified electric two-wheeler battery pack and swappable charging station; and Qmotors, a mobility specialist company that directly designs and manufactures electric two-wheelers.
The electric two-wheeler market is gaining attention as a means of responding to the climate crisis and is growing rapidly with active policy support from the government.
As of last year, the global electric two-wheeler market was estimated at approximately $35 billion (about 48 trillion KRW), and it is expected to grow at an average annual rate of over 7% through 2030.
In Korea, the Ministry of Environment has been continuously promoting the distribution of electric two-wheelers since 2021. Pohang City is also taking steps to build infrastructure tailored to local characteristics and implement leading distribution policies, thereby fostering an eco-friendly mobility industry ecosystem.
With this agreement, the city plans to actively pursue pilot projects for electric two-wheeler distribution and provide strong support for the local adoption of nationally standardized electric two-wheelers and battery-swapping charging stations.
In particular, the city aims to shift the short-distance transportation needs of small business owners, such as those in the delivery industry and traditional markets, to eco-friendly mobility. By analyzing usage patterns and demand data, Pohang plans to expand the distribution of electric two-wheelers and lay the foundation for a carbon-neutral city.
LG Energy Solution will be responsible for establishing nationally standardized electric two-wheeler battery-swapping charging stations, while Qmotors will cooperate to design, manufacture, and supply electric two-wheelers in a timely manner.
Alongside the expansion of electric two-wheeler distribution, the city plans to attract related parts and equipment companies, thereby shifting the secondary battery industry base from a focus on materials to manufacturing and further strengthening its position as a global secondary battery supply hub.
Jang Sanggil, Vice Mayor of Pohang City, stated, "Active support from local governments and public-private cooperation are more important than ever for expanding the distribution of electric two-wheelers. Through this agreement, we will further solidify the foundation for transitioning to a carbon-neutral city and diversify our industrial portfolio by attracting electric two-wheeler assembly and production plants, thereby injecting new vitality into the stagnant secondary battery industry ecosystem."
