Kim Junghee Leads Proposal... "Preventing Corruption in Advance"

The Jeonnam Provincial Assembly has established an institutional mechanism to enhance the integrity of the Jeonnam Office of Education.


On June 17, during the 2nd plenary session of the 391st regular meeting, the Jeonnam Provincial Assembly passed the "Ordinance on Improving Integrity and Preventing Corruption at the Jeonnam Office of Education" as originally proposed by Junghee Kim (Democratic Party of Korea, Suncheon 3).

This ordinance aims to provide institutional support for the ethical conduct of public officials and to establish concrete standards and plans to prevent corruption within the Jeonnam Office of Education. Junghee Kim, who serves as the chair of the Education Committee, led the proposal, with a total of 50 assembly members participating as co-sponsors. The ordinance was also carefully aligned with relevant higher-level laws, including the Anti-Corruption Act and the Improper Solicitation and Graft Act.


The main provisions require the superintendent of education to establish and implement an annual action plan to improve integrity. The ordinance also encourages active promotion of initiatives such as integrity education, public awareness campaigns, monitoring, and surveys. In addition, public officials and related personnel are required to complete at least two hours of integrity education each year, and departments, public officials, or civilians who contribute to improving integrity may be given preferential treatment within the scope of the budget.


Junghee Kim stated, "Integrity is the final bastion that upholds trust in the public sector and is essential to elevating the dignity of education." She emphasized, "Now is the time to firmly institutionalize integrity." She added, "I hope this ordinance will be effectively implemented in the field and lead to trusted educational administration."
