Bum Nam Yang to Hold Policy Seminar on Local Love Gift Certificate Fund Integration on the 25th Bum Nam Yang, member of the Democratic Party of Korea.

Bum Nam Yang, a member of the Democratic Party of Korea (representing Gwangju Seo-gu-eul), announced on the 16th that he will hold a policy seminar titled "Is It Possible to Integrate Local Love Gift Certificates and Fund Systems?" at Seminar Room 2 of the National Assembly Members' Office Building at 10 a.m. on the 25th.


This seminar is co-hosted by Assemblyman Yang, along with Hyunjung Kim, Daerim Moon, Hyungbae Min, Junghyun Park, Kwanghee Lee, and Byungdo Han, and is organized by the Korea Regional Management Institute. The seminar aims to explore institutional changes to ensure the policy stability and sustainability of the Local Love Gift Certificate program and to establish flexible fiscal management methods.


The Local Love Gift Certificate is a representative regional revitalization policy that reflects President Jaemyung Lee's philosophy on the people's livelihood economy. It has contributed to increasing sales for small business owners and boosting local consumption.

However, in recent years, there have been concerns about the need for improvements in predictability, operational stability, and sufficient fiscal support for the Local Love Gift Certificate program, as its budget allocation has not been properly implemented. These concerns have been raised by both local governments and small business owners.


Some local governments, recognizing the potential for expanding the Local Love Gift Certificate as a key tool for revitalizing the local economy, have been taking proactive steps such as investing their own resources or preparing the institutional groundwork.


At the seminar, Seungheon Han, head of the Korea Regional Management Institute, will present on "The Current Status of Local Love Gift Certificate Operations and the Need for Fund Integration," while Hyunggu Kang, a professor at Hanyang University, will give a presentation on "Funding Procurement and Revenue Model Strategies." This will be followed by a panel discussion chaired by Sunghoon Jung, president of the Korea Regional Management Institute, with panelists including Minseop Yoon, executive director of the Digital Consumer Research Institute, Deokhyun Yoo, head of the Seoul Small Business Association, and officials from the Ministry of the Interior and Safety and Gwangju City.


Assemblyman Yang emphasized, "The Local Love Gift Certificate has established itself as a core policy for protecting small business owners and revitalizing the local economy," adding, "To ensure that this policy is operated more systematically and stably in the future, it is necessary to establish a sustainable fiscal structure and institutional foundation."


He further stated, "Since this policy is closely aligned with the livelihood economy policy direction of the Jaemyung Lee administration, the most important task at this stage is to further develop it based on its existing achievements," and added, "I hope this seminar will serve as the starting point for that development."
