Goyang Special City in Gyeonggi Province (Mayor Donghwan Lee) is accelerating the pace of urban renewal and redevelopment of old city districts, ushering in a wave of transformation across the city. With the completion of the Ilsan New Town reconstruction roadmap, the full-scale redevelopment of the first-generation new towns?one of the core initiatives of the eighth popularly elected administration?has begun in earnest. At the same time, improvements to residential environments in the original downtown areas are steadily bearing fruit, further enhancing the city's competitiveness.

According to Goyang Special City on June 16, the city announced on June 5 the establishment of the "2035 Goyang City Old Planned City Maintenance Master Plan (Ilsan New Town)," which is expected to give new momentum to the reconstruction of Ilsan New Town.


Until now, Goyang City has continued to supply housing throughout the city due to the government's large-scale land development projects. However, the city has suffered from a lack of self-sufficiency, becoming a bedroom community for Seoul. In particular, Ilsan New Town, which was developed as a first-generation new town in 1989 and completed in 1995, marks its 30th anniversary this year. The area now requires redevelopment due to aging housing, parking shortages, and a lack of essential infrastructure.


This master plan, which serves as a comprehensive blueprint for the reconstruction of Ilsan New Town, was prepared in accordance with the "Special Act on Maintenance and Support of Old Planned Cities." The plan aims to systematically and comprehensively redevelop old planned cities to improve urban functions and living conditions. Unlike previous reconstruction approaches that focused solely on securing residential space, this plan includes population and housing strategies, as well as plans to secure infrastructure and self-sufficiency, reflecting current trends and changing conditions.


Specifically, the plan presents maintenance directions and management strategies tailored to the characteristics of Ilsan New Town, including: the basic direction for maintenance; plans for infrastructure, transportation, industrial economy, and building density; relocation measures and real estate price stabilization plans; low-carbon and green city transition plans; and phased implementation plans. These elements lay the foundation for orderly and systematic redevelopment projects.

In particular, to maintain Ilsan's strength as a pleasant residential environment, the city has devised a park restructuring plan that maximizes the use of existing urban parks and green spaces. Additionally, to address increased demand for transportation and parking due to population growth from redevelopment, the plan proposes transportation improvements linked to GTX-A Kintex Station and Daegok Station, the creation of parking lots utilizing underground and surrounding areas of parks and public facilities, and measures to enhance self-sufficiency.


According to the phased implementation plan, the city will begin with the establishment of a special maintenance plan for leading districts this year, gradually pushing forward with redevelopment until the final move-in in 2040. Last year, the city selected Baeksong Village, Hugok Village, Gangchon Village, and Jeongbal Village?a total of 9,174 households?as leading districts in Ilsan New Town. Once the special maintenance plans for these leading districts are established and the special maintenance zones are designated, the reconstruction process is expected to accelerate.


The original downtown areas of Wondang and Neunggok are also actively improving residential environments through redevelopment projects designated as urban renewal promotion districts. In addition to housing supply, the development of infrastructure such as roads, parks, and future public land is improving both residential environments and urban functions.


In Wondang District 1, 636 out of a total of 2,601 units have been offered for general sale, and supply is ongoing. The current construction progress rate is 3%, with the project aiming for occupancy in 2028. In Wondang District 2, the main contract with the construction company is about to be signed, and preparations are underway to submit the management and disposal plan within this year.

In the Neunggok urban renewal promotion district, compensation and relocation procedures are underway for Neunggok Districts 2 and 5. Neunggok District 6 is preparing to apply for project implementation approval. Neunggok District 3 has been re-designated from a "preservation maintenance district" to a "urban renewal promotion district," laying the groundwork for redevelopment.

The "Mirae Town" project, a small-scale housing redevelopment management area that allows for the management of old low-rise residential areas as medium-sized complexes where large-scale redevelopment is difficult, is also actively underway. The first project site, Mirae Town in the Yeonsei Villa area of Haengsin-dong, was designated and announced in June last year following the establishment of a management plan. Starting with District A1, where the association has been established by integrating Yeonsei Villa and surrounding sites, projects are progressing smoothly in seven districts.


In the second half of the year, the city plans to establish and announce a management plan for Mirae Town in the Il-san-dong Sein Apartment area, designating it as a management area. This management plan applies the "Mirae Town Management Plan Establishment Guidelines," which were developed by the city and are the first of their kind among basic local governments nationwide, to set the direction for small-scale housing redevelopment area management plans.


In addition, eight general maintenance districts, sixteen street housing redevelopment sites, three small-scale reconstruction and redevelopment sites, and one autonomous housing site are currently undergoing redevelopment projects.

Furthermore, the city plans to establish the "2035 Goyang City Urban and Residential Environment Maintenance Master Plan" within the year to systematically improve areas with poor residential environments. In April, the city completed a resident survey for the plan, and this month began a (simplified) strategic environmental impact assessment. The new master plan will reflect changes in systems, social, cultural, and economic conditions, and residents' opinions since the announcement of the "2030 Goyang City Urban and Residential Environment Maintenance Master Plan" in 2021. The aim is to improve the quality of residential life and create a more pleasant urban environment.

We will not only preserve Ilsan's pleasant residential environment but also expand infrastructure to accommodate the growing population and systematically redevelop original downtown areas such as Wondang and Neunggok, thereby improving residents' quality of life and advancing toward a future-oriented city with self-sustaining capabilities."
