Legal Basis Established for Installation of SB-Grade Protective Fences
The amendment to the Jeollanam-do Children's Protection Zone Traffic Safety Ordinance, proposed by Jo Okhyun, Jeonnam Provincial Assembly Member (Democratic Party of Korea, Mokpo 2), passed the review of the Safety, Construction, and Firefighting Committee of the Jeonnam Provincial Assembly on June 9.
The amendment establishes a legal basis for making it mandatory to install vehicle protection safety facilities of SB1 grade or higher in children's protection zones to prevent vehicle intrusion accidents. It also includes provisions for provincial-level budget support for cities and counties with limited financial resources.
Jo Okhyun pointed out, "Out of a total of 663 children's protection zones in Jeonnam, only about 40 zones, or just 6% of the total, have SB-grade protective fences that can effectively block vehicle intrusion. Even these are limited to certain cities and counties."
She added, "Currently, most protective facilities in children's protection zones only prevent pedestrians from leaving the sidewalk, so there are limitations in actually protecting children in the event of an accident."
She further emphasized, "This ordinance amendment is an important step beyond simply expanding facilities. It is about building a practical safety net to protect children's lives. I will continue to work on improving the system so that effective safety facilities can be strengthened in all children's protection zones in the Jeonnam region."
This ordinance is scheduled to be finalized following deliberation at the plenary session of the Jeonnam Provincial Assembly on June 17.
