GH to Supply 1,000 Public Housing Units in Gwanggyo and Hanam... Invites Bids for Design and Construction Contractors

Gyeonggi Housing and Urban Development Corporation (GH) is inviting private contractors to participate in the design and construction of the Gwanggyo A17 Block and Hanam Gyosan A1 Block.


On June 11, GH announced that for the Gwanggyo A17 Block, the nation’s first “equity accumulation-type sale housing” will be introduced, while the Hanam Gyosan A1 Block will be developed as a smart construction demonstration complex utilizing the PC (precast concrete) method. Letters of intent for private participation will be accepted on June 19, and confirmations of business application will be received on July 9.


GH will accept business applications on August 21 and then select a preferred negotiation partner.


The Gwanggyo equity accumulation-type housing is a new public housing model in which buyers, similar to making regular savings deposits, initially acquire only a portion (10?25%) of the total equity at a low sale price and live in the unit, then gradually acquire the remaining equity over 20?30 years. This model is attracting attention as a paradigm shift in public housing policy, as it reduces the initial financial burden for first-time homebuyers such as young people and newlyweds without homes, and provides opportunities for asset accumulation.


The Gwanggyo A17 Block, which is the subject of this call for proposals, will consist of a total of 600 units: 240 equity accumulation-type sale units and 360 general sale units. Supply is scheduled for the first half of next year.

The Hanam Gyosan A1 Block has been selected by the Ministry of Land, Infrastructure and Transport as a “high-performance, high-rise, standardized PC apartment technology demonstration complex.” It will be developed as an integrated public rental housing complex with a total of 723 units. Of these, more than 400 units in buildings of 20 stories or higher will be constructed using high-rise PC modular structures.


The PC (Precast Concrete) method involves manufacturing structural components in a factory and assembling them on-site, which shortens construction time, ensures uniform quality, and reduces carbon emissions. As such, it is considered a core technology for leading smart construction in the future. The complex will also include medium-to-large floor plans composed of three to four combined units. Supply is scheduled for the second half of 2027.


This call for proposals also requires the incorporation of specialized features in the design to meet future residential demands, such as premium community complex design, noise reduction technology between floors, and an artificial intelligence (AI)-based electric vehicle fire response system, in order to enhance housing quality.


Lee Jongseon, acting president of GH, stated, “This call for proposals marks a turning point symbolizing GH’s innovation in housing policy, and will serve as a model that simultaneously expands homeownership opportunities for those without homes and advances public housing technology.”
