2025 Administrative Affairs Audit and
Approval of 2024 Fiscal Year Settlement
On June 10, 2025, the Geochang County Council convened the 1st plenary session of its 287th Session 1st Regular Meeting and began a 15-day legislative schedule.
During this regular session, council members plan to conduct a thorough review of the executive branch's overall administration through the 2025 administrative affairs audit, examining whether county governance is moving in the right direction from the perspective of residents. The council will also deliberate and vote on 27 items, including the approval of the 2024 fiscal year settlement and reserve fund expenditures, as well as ordinances and general proposals.
In his opening address, Chairman Lee Jaeun stated, "The administrative affairs audit is not a venue for criticism or reproach, but rather an opportunity for the council and the executive to cooperate and communicate in order to build a better Geochang County." He further requested, "I ask that the executive branch and its officials contribute to mutual trust and cooperation by submitting sincere materials and providing genuine answers throughout the audit process."
Meanwhile, prior to the official start of the 1st plenary session, three council members delivered five-minute speeches.
Council member Park Suja emphasized, "With the aging of rural areas, fostering young farmers is extremely urgent, and we must help young farmers create stable sources of income." She added, "If the support rate for smart farm projects targeting young people is raised slightly higher than in other local governments, it will attract more young people to farming, injecting new energy into Geochang County's agriculture and ultimately leading to population growth." She called on the executive branch to focus more attention and administrative and financial resources on fostering young farmers.
Council member Pyo Jusuk highlighted the importance and ripple effects of the local road network, expressing concern that "if the Dalbit Railway Geochang Station is located near the existing urban area on the north side of Geoham-daero, the Gangnam area will be divided, and the expansion and development of the existing city center will be hindered." She further suggested that "the local government should make efforts to ensure that the north-south axis expressway route connecting Jincheon-Yeongdong-Hapcheon is finalized to pass through Geochang County."
Council member Kim Hyangran remarked, "With many competing local governments aiming for national garden designation, it is time for us to review what others are doing and tighten our shoelaces." As ideas to accelerate the designation of Changpowon as a national garden, she proposed expanding parking facilities for better accessibility, planting landscape plants in surrounding farmland, and promoting nighttime tourism using helium balloons and observation towers.
In addition, at the plenary session, a proposal led by council member Lee Honghee was adopted, urging the government to designate Geochang Elevator High School as a contract-type specialized high school in 2026, which would make it eligible for up to 4.5 billion KRW in financial support over five years.
