Seoul City to Provide Monthly Rent Support of 200,000 Won for Young People Without Homes

Support of 2.4 Million Won for 12 Months
Expected to Benefit 15,000 Young People

The Seoul Metropolitan Government will provide monthly rent support of up to 200,000 won for young people aged 19 to 39 to ensure housing stability for future generations.


On June 10, the city announced that it would begin accepting applications for the "2025 Youth Monthly Rent Support" program, aiming to support 15,000 young people aged 19 to 39 with a total of 2.4 million won in monthly rent over a period of 12 months.

Eligibility is limited to single-person households of young people aged 19 to 39 (born between 1985 and 2006 according to the resident registration) who are registered residents of Seoul and do not own a home. The tenant must apply personally. If siblings or cohabitants aged 19 to 39 are listed together on the resident registration at the same address, only one person per household, in the name of the tenant, may apply. Individuals living in shared housing (share houses) who have each signed separate lease contracts with the landlord (including business entities) may apply individually at the same time.


Applicants must be renting a property with a deposit of 80 million won or less and a monthly rent of 600,000 won or less. Even if the monthly rent exceeds the upper limit, applicants can still qualify if the combined amount of the deposit (converted at a rate of 5.0% according to the Housing Lease Protection Act) and monthly rent is 930,000 won or less. For example, if the deposit is 30 million won and the monthly rent is 800,000 won, the total amounts to 920,000 won, making the applicant eligible.


Income criteria are based on the 2025 health insurance premium imposed on the applicant's household, which must be at or below 150% of the median income. If the applicant is a dependent on health insurance, the premium imposed on the provider will be used as the basis.


Homeowners, residents of public rental housing, and those whose total general assets exceed 130 million won are excluded from applying. In addition, recipients of the National Basic Livelihood Security Program, previous beneficiaries of Seoul's Youth Monthly Rent Support, those receiving both the government's temporary special youth rent support and those selected for district-level youth rent support in 2025, as well as participants in similar support programs, are also ineligible.


Applications can be submitted from 10:00 a.m. on June 11 to 6:00 p.m. on June 24. Required documents include the lease contract, proof of monthly rent payment (monthly rent transfer statement), and a certificate of family relations.


Final selection will be announced in September after a review of income, assets, and eligibility requirements. Selected applicants will receive the first round of support payments at the end of October. The support will be provided for 12 months, with a maximum of 200,000 won per month. After receiving applications, the city will divide applicants into four groups based on monthly rent, deposit, and income criteria, and select recipients for each group. If the number of applicants exceeds the number of recipients in any group, recipients will be chosen by computerized random drawing within that group.
