Reflecting the Purpose of Launching the Government of National Sovereignty
Ministers, Vice Ministers, and Heads of Public Institutions Eligible
One-Week Recommendation Process Begins Today
President Lee: "Help Us Find the Real Workers"
President Lee Jaemyung has decided to accept public recommendations for high-ranking officials, including ministers and vice ministers, reflecting the purpose of launching the "Government of National Sovereignty." Starting from June 10, the process of recommending candidates for major public offices appointed by the president will be conducted for one week.
On this day, President Lee posted a message titled "Together with the People, Opening the Door to the 'Government of National Sovereignty'" on social media, stating, "True democracy begins when the people become the owners, directly participate, and create change. Now, I ask the people to choose the real workers who will lead the true Republic of Korea." President Lee also said, "I hope you will provide opportunities for hidden talents who have quietly dedicated themselves in various fields and for capable individuals ready to work for the people, so that they can demonstrate new leadership."
President Lee further stated, "This public recommendation system will be more than just a change in personnel procedures; it will be a meaningful first step in which the people become the main agents of state affairs and exercise initiative." He added, "We will make every effort to ensure that the entire process is transparently disclosed and that true talents who meet the expectations of the people are selected through a fair verification process." President Lee called on the public, "Please unite so that your diverse experiences and perspectives can be actively reflected in state affairs. I look forward to the new history of the 'Government of National Sovereignty' that we will write together."
The positions eligible for recommendation include ministers and vice ministers of government ministries, heads of public institutions, and other major public office candidates appointed by the president. Recommendations can be submitted by leaving a post on the homepage of the public recommendation system operated by the Ministry of Personnel Management, or by sending a message or letter to President Lee's official social media account or email (openchoice@korea.kr). The submitted recommendations will be compiled into a database and then go through personnel verification and public review by the Office of the Secretary for Public Discipline in the Presidential Office. The formal appointment process will follow.
Kang Yujeong, spokesperson for the Presidential Office, said in a briefing on this day, "The Lee Jaemyung administration is launching the 'Real Worker Search Project' for one week starting today," and explained, "This is a personnel recommendation system that substantively supports the administrative philosophy of the Government of National Sovereignty." Spokesperson Kang added, "We will actively utilize the collective intelligence of the people to widely discover genuine talents who sincerely work for the public," and said, "The Lee Jaemyung administration will actively discover true talents who serve the people through a transparent and fair personnel recommendation system, and will fully open the doors of the Government of National Sovereignty."
The public recommendation system is designed to increase transparency in appointments by allowing citizens to directly recommend candidates for public office, aiming to realize participatory democracy. In previous administrations, personnel appointments have been a key factor determining the success or failure of state affairs. Appointments centered around those close to power were particularly avoided. So-called appointments based on close associates were regarded as a major cause of undermining the driving force of state affairs. During the official presidential campaign, President Lee repeatedly emphasized that the nation overcame crises thanks to the role and efforts of the people. Naming the administration the "Government of National Sovereignty" also reflects President Lee's governing philosophy. During the presidential campaign, President Lee emphasized "a country where the people are the owners" and expressed his intention to work toward realizing direct democracy. The public recommendation system is one of President Lee's campaign pledges.
An official from the Presidential Office said, "Ministers, vice ministers, heads of public institutions, and other major public officials who have not yet been appointed by the president are eligible for public recommendation," and added, "The criteria for selecting recommended personnel through the public recommendation system will be the same as those used in the personnel verification process."
