Ulsan Expands Eligibility for Noise Reduction Mat Support in Multi-Family Housing

Expansion of Application Criteria,
Fetuses Now Included in Child Count

The city of Ulsan is set to expand the eligibility for its "Support Project for Noise Reduction Mats in Multi-Family Housing," by broadening the scope of permitted residential types and including fetuses in the child count for households with two or more children.


Since March, the city has implemented the "Support Project for Noise Reduction Mats in Multi-Family Housing," selecting households with two or more children on a first-come, first-served basis.


Starting in June, the scope of support will be further expanded by lifting the usage restrictions on multi-family housing types (apartments, row houses, and multiplex housing). Now, households living in other communal residential forms, such as multi-household dwellings and officetels, will also be eligible to apply.


Ulsan city has determined that noise prevention and consideration are necessary not only in multi-family housing but in any building where a separate household resides directly below. As a result, the policy has been revised to allow support in any case where a household lives directly beneath, regardless of building use restrictions.


Additionally, while fetuses were previously not included in the child count, the eligibility criteria have been expanded so that fetuses are now counted as children when determining whether a household qualifies as having two or more children. This change aims to support parents preparing a suitable living environment before childbirth.


In such cases, support is available only if the pregnancy is at least 24 weeks along and the expected delivery date falls within the 2025 fiscal year. Applicants must submit relevant documents, such as a pregnancy confirmation certificate, to the district or county office.


Furthermore, to simplify the application process, the city has improved procedures so that required documents such as building registers, resident registration certificates, and tax payment certificates can be verified directly by the relevant district or county office using a "Prior Consent for Joint Use of Administrative Information" form, instead of requiring applicants to submit these documents themselves.

An official from Ulsan city stated, "Since May, after switching to a first-come, first-served basis for households with two or more children and conducting various promotional activities, the number of applications has increased. We hope that all eligible households will take advantage of this opportunity, and we ask for the interest and support of all citizens."
