On June 2, the Guri City Council in Gyeonggi Province convened the 350th regular meeting and began a 25-day session.

At the 1st plenary session held that day, the council addressed 15 agenda items, including member-proposed ordinances such as the partial amendment to the Guri City Youth Basic Income Payment Ordinance (proposed by Councilor Hansel Kim), the partial amendment to the Ordinance on the Establishment and Operation of the Guri City Workers' Comprehensive Support Center (proposed by Councilor Kyungae Yang), and the Guri City Support Ordinance for Guaranteeing Access for Assistance Dogs for the Disabled (proposed by Councilor Kyunghee Lee). The council also reviewed executive branch proposals, such as the partial amendment to the Guri City Administrative Organization and Personnel Ordinance and the 2nd supplementary budget bill for general and special accounts for 2025.
Before the opening ceremony of the Guri City Council, Councilor Seongtae Kim (Democratic Party) delivered a five-minute speech emphasizing the need for institutional and financial support for the installation of fire response facilities in apartment complexes to address the risk of electric vehicle fires.
Vice Chairman Seongtae Kim pointed out that as the adoption of electric vehicles is rapidly expanding, the number of electric vehicle fire incidents is increasing proportionally. He noted that, nationwide over the past three years, there have been a total of 139 electric vehicle fire accidents, with 62 cases (44.6%) occurring either "while parked" or "while charging." He stressed that such fires, once they occur, can lead to chain disasters and are threatening the everyday living spaces of citizens.
He further explained that, in order to respond to these risks, it is necessary to preemptively install dedicated facilities capable of continuous detection and early suppression. However, he pointed out that most apartment complexes currently lack such installations, and that it is impossible to install the required facilities using only long-term repair funds. He emphasized that it is essential to provide disaster funds for apartment complexes through matching national and municipal funding, so that advanced fire response facilities can be established.
Vice Chairman Seongtae Kim reiterated, "In order to respond to electric vehicle fires, we must provide disaster funds for apartment complexes so that advanced fire response facilities can be installed."
The Guri City Council passed, as originally proposed, the partial amendment to the Guri City Youth Basic Income Payment Ordinance, which was introduced by Councilor Hansel Kim at the 1st plenary session of the 350th regular meeting.
This ordinance was established to provide youth basic income to young people in Guri City in accordance with the Gyeonggi Province Youth Basic Income Payment Ordinance. The main points of this amendment are to allow for lump-sum payments by deleting the quarterly payment provision, in line with amendments to the higher-level ordinance, and to stipulate that the age of eligible youth will follow the standards set by the Guri City Youth Basic Ordinance.
Councilor Hansel Kim stated, "We promoted this amendment to provide practical and effective support to young people in accordance with the methods determined by the Governor of Gyeonggi Province. By expanding the previously exceptional lump-sum payment method to all eligible recipients, we aim to support the genuine economic independence of young people," explaining the purpose of the amendment.
The Guri City Council passed, as originally proposed, the partial amendment to the Ordinance on the Establishment and Operation of the Guri City Workers' Comprehensive Support Center, which was introduced by Councilor Kyungae Yang at the 1st plenary session of the 350th regular meeting.
This ordinance was enacted to establish and operate the "Guri City Workers' Comprehensive Support Center," which provides comprehensive and systematic support for tasks necessary for the safety and welfare of workers. The main content of the amendment is to improve and supplement certain deficiencies, such as revising overlapping roles in the provision on the composition of the center's operating committee and deleting unnecessary clauses.
Councilor Kyungae Yang stated, "Through this amendment, we aim to enhance the clarity of the legal basis and facilitate committee operations by revising ambiguous or unnecessary provisions. This will help ensure the efficient operation of the Workers' Comprehensive Support Center, which serves as the lifeblood of Guri City's economy by supporting workers on the front lines."
The Guri City Council passed, as originally proposed, the Support Ordinance for Guaranteeing Access for Assistance Dogs for the Disabled in Guri City, which was introduced by Councilor Kyunghee Lee at the 1st plenary session of the 350th regular meeting.
The Guri City Support Ordinance for Guaranteeing Access for Assistance Dogs for the Disabled was enacted to provide a legal basis for supporting the access of assistance dogs for the disabled, as guaranteed by the Welfare of Disabled Persons Act, and to improve awareness of assistance dogs, thereby contributing to the guarantee of mobility rights and improved quality of life for people with disabilities.
The main contents of the ordinance include its purpose and definitions, the mayor's duties to guarantee access for assistance dogs, the promotion of projects and financial support to guarantee access, and the establishment of a cooperative system.
Councilor Kyunghee Lee had previously stressed the need to improve awareness and expand support for assistance dogs, which are "precious companions that help people with disabilities in their daily lives," during a five-minute free speech at the 349th extraordinary session in April. She stated, "Through the enactment of this ordinance, I ask for warm interest and understanding so that people with disabilities and their assistance dogs can live together in a world free from prejudice and discrimination," explaining the purpose of the ordinance.
Meanwhile, the main schedule of this regular session begins with the opening ceremony on June 2, followed by an administrative audit from June 9 to June 17. On June 18, there will be a session for municipal questions, and from June 19 to June 24, the Special Committee on Budget and Accounts will be active. The session will conclude on June 26 after hearing responses to the municipal questions.
