"Ensuring Safe Off-Campus Educational Activities"

On June 2, the Chungnam Provincial Council announced that it had given advance notice of a partial amendment to the "Ordinance on Student Safety Management for Field Experience Learning by the Chungcheongnam-do Office of Education," which was proposed by Council Member Yuseong Jae (Cheonan 5, People Power Party).
The proposed amendment includes the following new and supplementary provisions: the superintendent's responsibility for preventing safety accidents during field experience learning, requirements for prior site inspections and necessary measures, and matters related to the deployment of support personnel during field experience learning.
Council Member Yuseong Jae stated, "In 2022, a student died after being hit by a bus during a field experience learning activity at an elementary school in Gangwon-do, and the accompanying teacher was prosecuted for involuntary manslaughter and found guilty in the first trial." He added, "This ruling prompted the revision of higher-level laws to reflect on-site voices, such as the deployment of safety staff and other support personnel, which led to the partial amendment of this ordinance."
He further emphasized, "Once the ordinance is implemented, support personnel can be deployed to ensure student safety management during field experience learning, which will help guarantee safe off-campus educational activities not only for teachers but also for students."
