Rankings Rise Across All Sectors, Including Top Spots in Education Environment and Transportation
Jung-gu District in Seoul announced on June 2 that it has achieved remarkable changes, with satisfaction rankings in multiple areas such as education, transportation, and living environment rising significantly in the 2024 Seoul Survey Urban Policy Index Survey.

In this year's survey, Jung-gu showed outstanding results among Seoul's 25 districts, with rankings in most categories rising by double digits compared to 2022. In particular, in the field of education, satisfaction with education jumped from 22nd to 2nd place, and satisfaction with the educational environment soared from 16th to 1st, firmly placing the district at the top. This is interpreted as a result of expanding education support, which was previously focused on elementary after-school care, to all grade levels, and implementing customized policies that reflect the voices from the field.
There were also notable changes in the transportation sector. Satisfaction with transportation usage rose from 11th to 1st place, indicating that residents’ mobility and convenience have greatly improved.
Positive changes continued in the overall living environment as well. The ranking for residential environment rose from 20th to 10th, economic environment from 24th to 13th, and social environment from 20th to 6th. Overall satisfaction with the living environment also climbed by 14 places, from 21st to 7th. In indicators of social fairness, such as trust in public institutions (district office) and opportunities for welfare benefits, Jung-gu ranked 3rd among Seoul districts, suggesting that administrative trust has had a positive effect on overall resident satisfaction.
These changes are attributed to policies closely tied to daily life, such as the creation of the Namsan Jarakseomgil Trail, the relaxation of the Namsan Height Restriction to improve residential environments, the expansion of Smart Shelters, Seoul’s first senior transportation subsidy, and one-stop care for pregnancy, childbirth, and childrearing, as well as education policies tailored to each stage of life.
The Seoul Survey is a basic urban policy survey conducted annually by the Seoul Metropolitan Government since 2003. It comprehensively assesses citizens’ living standards, urban environment, and social perceptions, and is used as foundational data for policy implementation.
