Chinese Law Punishes Throwing Objects from High-Rise Buildings Even If No Damage Occurs
A mother and daughter living in an apartment in China have been repeatedly throwing objects from a high floor, causing fear among the residents. As a result, it has been reported that residents even wear helmets when going outside.
On May 28, local Chinese media outlets such as Elephant News and Jimu News reported that a mother and daughter living on the ninth floor of an apartment in Tianhe District, Guangzhou, have frequently thrown objects, prompting a police investigation. According to these reports, the mother and daughter, believed to be in their 60s and 40s respectively, have been throwing household waste out of their window for about a year. While most of the objects thrown are household trash, dangerous items such as glass bottles and bricks have also been included from time to time.
One resident said, "Everyone living in the apartment is very afraid of the mother and daughter," adding, "For safety, we have no choice but to wear helmets when going outside." In addition, the mother and daughter often collect scrap materials and pile them near the stairs on the first floor, causing inconvenience for residents trying to pass by.
The apartment management office stated that it has repeatedly warned the mother and daughter not to throw objects outside, but these warnings have been ignored. It was even reported that the mother and daughter threatened a management office staff member who visited the scene by brandishing a weapon. In response, the management office announced, "We are considering installing security cameras in the apartment."
In 2021, China strengthened its criminal penalties so that throwing objects from high-rise buildings can result in up to one year in prison. This punishment can be imposed regardless of whether any damage occurs. In the first case where this law was applied, a man in a Shanghai apartment was sentenced to eight months in prison and fined 5,000 yuan after throwing garbage from a high floor and injuring a person on the ground.
