Introduction of the Resale Right System for Artworks
The Ministry of Culture, Sports and Tourism announced on May 30 that, in cooperation with the Arts Management Support Center, it will operate an art copyright education program and hold an 'International Art Copyright Conference' in June. These initiatives aim to raise awareness of copyright in the visual arts sector and to strengthen the foundation for protecting creators' rights.
The art copyright education program will provide tailored training for full-time artists and art market professionals starting at the end of May. Building on last year's copyright education, which was held for artists and distribution professionals in seven regions nationwide, this year the curriculum will be divided and operated separately according to the needs of artists and art market professionals.
Education for full-time artists will be held in cooperation with the Korea Visual Arts Copyright Association, starting in Yangpyeong on May 31, and then in Busan, Jeonju, Paju, Seoul, Naju, Cheongju, and Suwon, covering a total of eight regions. The program will address essential art copyright information that artists need to know, as well as cases of copyright infringement.
Education for art market professionals will be conducted in cooperation with the Korea Copyright Commission in Seoul, Busan, and Daegu. The curriculum will cover practical information on copyright that is necessary for exhibition planning, artwork sales, and art product production, as well as contract practices using standard contracts, all of which can be directly applied in the art field.
In addition, the ministry plans to conduct 'visiting art copyright education' in collaboration with major art universities such as Dankook University, Dongguk University, Hongik University, and Chung-Ang University, and to produce and distribute online educational content.
The 'International Art Copyright Conference' will be held on June 26 at Ferrum Tower in Jung-gu, Seoul. In particular, the conference will share overseas case studies of the resale right system for artworks, which is scheduled to be implemented in 20217 following the enactment of the Art Promotion Act, and will explore ways to ensure the successful establishment of the system. The resale right refers to the right of an artist to claim a certain amount from the seller when an artwork is resold after its initial transfer of ownership from the artist.
Shin Eunhyang, Director of Arts Policy at the Ministry of Culture, Sports and Tourism, stated, "The art sector has historically had relatively low copyright utilization compared to other fields, but recently the importance of art copyright has been increasing. We hope that through this education program and the international academic conference, we can raise copyright awareness in the field and establish a foundation for the protection of art copyright."
