Streamlining Accreditation for Employment and Industrial Accident Insurance Agents
Starting in July, employers will be able to receive the full amount of parental leave support payments even if an employee who has used parental leave or reduced working hours for childcare voluntarily resigns within six months. Jobseekers who have received unemployment benefits and have run their own business for more than 12 months will be able to receive early reemployment allowances by submitting only simple tax documents, such as monthly sales figures.
On May 28, the government held a Cabinet meeting at the Government Complex Seoul in Jongno-gu, Seoul, to review and approve four presidential decrees, including amendments to the Enforcement Decree of the Employment Insurance Act, which falls under the jurisdiction of the Ministry of Employment and Labor.
The amendment to the Enforcement Decree of the Employment Protection Act stipulates that employers will receive the full amount of support payments for parental leave and reduced working hours for childcare, even if an employee who has used these systems voluntarily resigns. This amendment will take effect on July 1. It aims to address the unfairness that previously prevented employers from receiving 50% of the support payment if an employee voluntarily resigned within six months of using the system, without any fault on the part of the employer.
The amendment also simplifies the procedure for receiving early reemployment allowances for unemployment benefit recipients who start a business and continue for more than 12 months, allowing them to receive the allowance by submitting only simple tax documents such as monthly sales figures. In addition, considering the purpose of the early reemployment allowance system, those who fulfill their military service obligations by working as industrial technical personnel will be excluded from eligibility for the early reemployment allowance.
Through the amendment to the Enforcement Decree of the Framework Act on National Lifelong Vocational Competency Development, the Job Competency Bank, which manages youth qualifications, training, and education in an integrated manner, will also collect and manage overseas work experience and educational training records supported by various ministries. This is intended to make it easier and more credible to verify overseas work experience. The government plans to continue expanding the scope of information linkage for related projects in the future.
The amendment to the Enforcement Decree on Support for Work-Study Programs at Industrial Sites clarifies the standards for imposing additional collection of up to five times the support amount if an employer or others at a participating company receive support through fraudulent means. The amendment to the Enforcement Decree on the Collection of Employment Insurance and Industrial Accident Compensation Insurance Premiums requires a review of the validity of the accreditation criteria for certified labor attorneys and tax accountants who handle employment and industrial accident insurance affairs every three years.
