700 Spaces Across 19 Locations, Six-Month Lottery System
Expectations for Fair Opportunities and Efficient Management
Starting in the second half of this year, Seocho-gu in Seoul will fully transition the allocation of monthly passes for public parking lots from the current first-come, first-served system to an “online random lottery” system.
Previously, monthly pass users could automatically renew their passes simply by paying the fee, which resulted in some users holding onto their passes indefinitely. As a result, some parking lots had waiting lists of around 100 people for monthly passes, and complaints were constant. The high allocation rate for monthly passes led to parking lots being perpetually full, causing inconvenience for visitors to local businesses who struggled to find parking.
In response, the district will introduce a full-scale “online lottery system” for monthly passes starting in the second half of the year, aiming to increase turnover in public parking lots and ensure fair access for all users. Under the new system, up to 60% of the total parking spaces at each lot will be allocated for monthly passes, taking into account congestion and local conditions. The system will be implemented at 19 public parking lots, covering a total of 700 parking spaces.
Those selected in the lottery will be able to use their monthly passes for six months, from July 1 to December 31, 2025. Applications can be submitted by anyone, regardless of residence, via the Seocho-gu Office website for ten days from May 30 to June 8. Winners can check the results on the district office website after 4 p.m. on June 12, and by prepaying the monthly parking fee within the designated period, they will be able to use their passes starting in July.
Seocho-gu Mayor Jun Sungsoo stated, “With the implementation of the ‘online lottery system,’ we expect to ensure fair opportunities for residents who wish to use monthly parking and to operate the parking lots more efficiently. We will continue to pursue various policies to alleviate parking difficulties for residents, including the construction of new public parking lots at Yangjaecheon Neighborhood Park and Guryong.”
