Gyeonggi Special Judicial Police Uncover Three Cases of Social Welfare Facilities Misusing Subsidies

The Gyeonggi Provincial Special Judicial Police have uncovered social welfare facilities that received subsidies based on falsified documents and then used the funds for purposes other than originally intended. The total amount misused for purposes other than the original intent was calculated to be 47.89 million won.


The Special Judicial Police announced on the 27th that, as a result of an intensive investigation into potential legal violations by social welfare facilities?based on reports and field inquiries conducted from November of last year to April of this year?they detected three cases of subsidies being used for purposes other than intended.


Looking at the specific types of misconduct, the head of Corporation A manipulated the number of days that subsidies for jobs such as school zone safety guards and senior center assistants were claimed, reporting more days than were actually worked. From 2019 to 2023, this individual fraudulently obtained 36.83 million won in subsidies over 429 instances and used these funds for purposes other than intended.

The secretary-general of Corporation B falsely reported the attendance of individuals who did not actually participate in job programs, thereby receiving job project subsidies and misusing 2.12 million won in subsidies in 2024. It was also confirmed that this individual received a kickback totaling 420,000 won from a supplier on two occasions.


The head of Facility C, a sheltered workshop for people with disabilities, was found to have fraudulently registered their own fingerprint as that of another employee or submitted false business trip reports. This individual fabricated work records to appear as if they had worked when they had not, and then unlawfully received government subsidies allocated for wages.


Under the current Social Welfare Services Act, anyone who uses subsidies for purposes other than intended is subject to imprisonment for up to five years or a fine of up to 50 million won.

Ki Ido, head of the Gyeonggi Provincial Special Judicial Police, stated, "We will continue to investigate social welfare facilities that have committed illegal acts in order to protect vulnerable groups who are in urgent need of social welfare services."
