The Busan Metropolitan Government has formulated the '2025 Second Supplementary Budget Proposal' totaling 566.4 billion won, an increase of 3.3% compared to this year's main budget.
On May 26, the city announced that it had concentrated budget allocations in four key areas in this supplementary budget proposal: recovery of the local economy, establishment of a foundation for future growth, expansion of welfare, enhancement of citizen safety, and improvement of transportation and living environments.
This supplementary budget was prepared by utilizing additional resources such as the world surplus, increased non-tax revenue, and national government subsidies. The main details by sector are as follows.
Busan allocated 85.1 billion won to expanding support for small and medium-sized enterprises (SMEs) and small business owners, fostering startups and venture companies, and supporting the transition to new growth industries. The city will expand support for accounts receivable insurance premiums and export credit guarantee fees, and provide an additional 50 billion won in SME development funds.
In addition, the city will establish a 200 billion won startup and venture fund, as well as a green and digital transition fund of more than 250 billion won, to support industrial restructuring. New initiatives will also be launched to support manufacturing robot process technology and the digital transformation of small and medium-sized shipyards.
The budget also includes support for artificial intelligence-based autonomous manufacturing, quantum technology demonstration, and hydrogen-specialized enterprises. Programs to stimulate local consumption and support livelihood stability, such as the Small Business Receipt Concert and provision of public interest allowances to farmers and fishers, will also be promoted.
The budget reflects projects to build a talent development ecosystem (RISE) in collaboration with local universities, as well as to strengthen the competitiveness of the tourism industry, including cruise and medical tourism.
The welfare budget of 53.4 billion won will focus on tailored support for low-income households, the elderly, people with disabilities, young people, and families with childbirth and childcare needs. Initiatives include expansion of emergency welfare, support for earned income tax credits, and assistance programs for jeonse rental housing.
It also includes increased operating expenses for senior centers, expanded senior job creation projects, expanded activity support vouchers for people with disabilities, and the purchase of additional Duribal vehicles. Support for childbirth and childcare, such as postpartum care expenses, infertility treatment costs, and comprehensive childcare support centers, will be strengthened. The budget also includes increased support for youth housing, volunteer incentives (Happiness Mileage), and victims of the Hyungjebok Support Center incident.
A total of 52.6 billion won will be invested in strengthening the foundations for citizens' daily safety and health. This includes improving disaster response systems for heat waves and ground subsidence, expanding safety facilities on school routes, and increasing infectious disease prevention and testing. The budget also covers support for regional trauma centers, emergency medical institutions, expansion of home health care projects, and living sports facilities.
For projects to improve mobility and living environments, 78.4 billion won has been allocated. This includes the introduction of the 'Dongbaek Pass' mobile service for integrated public transportation discounts and upgrades to the urban railway wireless network.
Expansion of transportation infrastructure such as the Mandeok-Centum Urban Expressway and the Hadan-Noksan Urban Railway, improvement of pedestrian environments, and projects to utilize vacant houses for living SOC (social overhead capital) will also be pursued. The budget also includes expansion of leisure infrastructure, such as the Nakdong Art Center and pet walking trails.
Park Hyungjun, Mayor of Busan, stated, "Ensuring the safety and happiness of citizens' lives is the core value of the 8th popularly elected administration," and added, "We will focus all our capabilities to help Busan leap forward as a global hub city."
