Special Promotions and Rewards for Outstanding Proactive Public Officials
Dobong District in Seoul (District Mayor Oh Unseok) has been taking bold steps by offering special promotions and other rewards to outstanding proactive public officials, and has announced plans to further expand support for proactive administration this year.
Proactive administration refers to the act of public officials actively carrying out their duties based on creativity and expertise, improving unreasonable regulations and working for the public good.
In the rapidly changing social and economic environment, as well as with the increasingly diverse and segmented administrative demands, proactive administration is regarded as an essential attitude for public officials.
This month, the district convened the Proactive Administration Committee (Personnel Committee) and reviewed and approved the Proactive Administration Action Plan, which includes 13 initiatives across five areas: fostering a culture of proactive administration led by the district mayor, strengthening preferential treatment for proactive public officials, and expanding protection and support for proactive public officials.
This year, the district has once again announced bold measures. Public officials selected as outstanding proactive administrators in the first and second halves of the year will be rewarded with special promotions, special grade advancements, and the highest performance ratings.
In addition, when submitting or being selected for outstanding cases of proactive administration, innovation mileage points will be awarded, and cash rewards will be given based on the accumulated mileage score.
Last year, the district selected 10 outstanding proactive public officials and rewarded them with special promotions and other benefits. Granting special promotions to outstanding proactive public officials was an unprecedented move and generated significant attention at the time.
Protection and support systems for proactive public officials are also being implemented. When decision-making is difficult due to unclear laws or regulations, pre-consultation systems and other forms of support are provided. If necessary, the Proactive Administration Committee is convened to discuss the direction of administrative work.
If public officials face disciplinary action, lawsuits, or investigations as a result of pursuing proactive administration, the district will cover the costs of hiring legal counsel or litigation representatives. Last year, the district provided a total of 209 legal consultations?73 written and 136 verbal?to proactively prevent legal disputes involving proactive public officials.
An immunity system is also in place. An immunity protection officer is designated to provide consultation and support for all aspects, including immunity procedures, requirements, application, and review preparation, when a public official who has engaged in proactive administration is audited by the Board of Audit and Inspection or a higher authority.
Oh Unseok, Mayor of Dobong District, stated, "Proactive administration is essential for regulatory reform and administrative innovation, and bold rewards for the public officials who carry it out are necessary. The district will continue to boost public officials' morale and create administrative changes that residents can truly feel through leading proactive administration policies."
