Focus on Prevention of Floods, Heat Waves, and Safety... Gwangjin District Launches Full-Scale "2025 Comprehensive Summer Countermeasures"

Gwangjin District (District Mayor Kim Kyungho) announced that it has established the "2025 Comprehensive Summer Countermeasures" to ensure residents have a safe and healthy summer, and will fully implement them over a five-month period from May 15 to October.


This plan focuses on building a comprehensive and proactive response system centered on five key areas: flood control, heat waves, safety, public health, and resolving daily inconveniences.


First, to prepare for heavy rains and typhoons, the district will operate the "Disaster Safety Countermeasures Headquarters." The headquarters consists of a total of 13 working groups and 68 members, maintaining a phased emergency duty system. It will conduct pre-inspections and maintenance of major flood control facilities such as rainwater pumping stations and floodgates, and carry out disaster response drills. In addition, a separate Landslide Prevention Situation Room will be operated to ensure a swift response in the event of disasters such as the collapse of steep slopes.


This year, temporary flood barriers will be pre-deployed in vulnerable areas such as underground parking lots of apartment complexes to strengthen on-site response capabilities. In the event of a disaster along the Jungnangcheon Stream, speakers and electronic display boards capable of providing real-time information will be installed to ensure the rapid evacuation of residents and to prevent accidents caused by isolation in the stream area.


Measures to respond to heat waves will also be significantly strengthened. Facilities to reduce the impact of heat waves, such as shade canopies, smart rest shelters, Gwangjin Water Stations, cooling fog systems, and heated/cooled benches, will be expanded compared to last year to establish a robust safety net for protecting vulnerable groups. Multiple forms of support will be provided, including public utility bill assistance for energy-vulnerable residents, the provision of cooling appliances for low-income households, support for heat wave care SOS services, increased welfare check-ins and home visits, and the operation of cooling shelters. In addition, the district will pre-establish a phased response plan for power supply crises to address potential energy emergencies.


In the area of safety, the district will conduct safety inspections of disaster-prone facilities such as construction sites, traffic safety facilities, and road infrastructure. Safety management of multi-use facilities?including performance venues, cinemas, and public sports facilities?will also be strengthened to prevent summer accidents.


Furthermore, surveillance and response systems will be reinforced to prevent the spread of new infectious diseases and imported diseases during the summer. The district will expand the operation of the disease control task force and intensively manage high-risk facilities where food poisoning is more likely to occur.


At the same time, hygiene guidance and inspections of manufactured and distributed food products will be strengthened to enhance food safety.


Active measures will also be taken to resolve daily inconveniences. A rapid collection system for household waste will be operated, along with a cleaning countermeasures situation room, to create a pleasant living environment. Road cleaning will be intensified during heat waves to mitigate the urban heat island effect. The district will also operate a price stabilization task force, increase meal subsidies for children at risk of missing meals, and conduct hygiene inspections of meal service providers.


Kim Kyungho, Mayor of Gwangjin District, stated, "As we expect both heavy rains and heat waves this summer, we have made thorough preparations with the safety and health of our residents as the top priority. We will focus all administrative resources on proactive, prevention-centered responses so that all residents can enjoy a safe and worry-free summer."
