Cases such as the relaxation of restrictions on the transfer of in-kind compensation rights for urban public housing complex projects have been selected as exemplary cases of regulatory innovation in Gyeonggi Province for the first half of the year.
Gyeonggi Province annually selects outstanding cases of regulatory innovation in the first and second halves of the year to identify and disseminate examples that reduce burdens on citizens and businesses by streamlining unnecessary or excessive regulations and rationalizing administrative procedures.
This evaluation selected a total of three exemplary cases through the Regulatory Reform Committee’s review, based on criteria such as policy effectiveness, tangible impact in the field, and the potential for institutional expansion, from among cases where regulations were improved by various departments within the province.
This year, particular emphasis was placed on regulatory improvements directly related to people’s livelihoods, giving high marks to initiatives that reduced burdens on key players in the local economy, such as small business owners and self-employed individuals. Additional points were also awarded to cases where problems were jointly resolved through collaboration with other departments or external organizations, thereby encouraging a culture of cooperation that breaks down barriers between departments.
The exemplary cases selected for the first half of this year include: the relaxation of restrictions on the transfer of in-kind compensation rights and rent compensation regulations for urban public housing complex projects; the easing of regulations under the Capital Region Readjustment Planning Act (revision of guidelines for adjacent development in nature conservation areas); and exemption from local fiscal investment review for metropolitan railway projects.
Gyeonggi Province plans to grant personnel incentives to employees who promoted these exemplary cases, and to distribute the selected cases to central government ministries and local governments nationwide in the form of card news and a collection of best practices.
Seo Gapsoo, Director of Regulatory Reform at Gyeonggi Province, stated, "I believe that true regulatory innovation lies in not overlooking small but recurring inconveniences experienced by citizens and businesses on the ground, and in continuously improving them. I hope that the selection of these exemplary cases will serve as an opportunity for more staff to take the initiative in solving problems at the field level."
