Gapyeong County in Gyeonggi Province, led by County Governor Seo Taewon, has officially begun the process of establishing the "Gapyeong County Talent Development Foundation," a key institution aimed at nurturing local talent and enhancing educational welfare.

On May 22, Gapyeong County announced that it had enacted and promulgated the "Ordinance on the Establishment and Operation of the Gapyeong County Talent Development Foundation" on May 19, thereby laying the institutional groundwork for the foundation's creation.

This ordinance was enacted in response to the growing need for an integrated educational platform encompassing scholarships, youth programs, and lifelong education. The establishment of the Talent Development Foundation aims to overcome the limitations of the private consignment model and to strengthen both expertise and efficiency.

Gapyeong County emphasized the significance of the ordinance, stating that an official and systematic foundation for nurturing local talent has now been institutionally established through this legislation.

Starting at the end of May, the county plans to sequentially implement the following procedures by December of this year: benchmarking advanced local governments, forming a founding promotion committee and holding a general meeting, enacting the foundation's articles of association, obtaining approval and budget passage from the county council, securing legal permission for the foundation's establishment, and being officially designated as a funded institution by the Ministry of the Interior and Safety.

Going forward, the foundation will oversee a wide range of educational welfare initiatives, including: lifelong education projects such as the operation of a lifelong learning center currently under construction, which was selected as part of the Gyeonggi Province Regional Balanced Development Project and the Han River Basin Environmental Office's eco-friendly clean project; operation of a scholarship dormitory and provision of scholarships; and management of the Youth Culture Center and Youth Counseling and Welfare Center.

County Governor Seo Taewon stated, "The Gapyeong County Talent Development Foundation will become a central institution shaping the future of Gapyeong as an educational city," adding, "We will strive to further enhance the level of educational welfare by investing in future generations and ensuring the educational rights of county residents."

Meanwhile, since 2020, Gapyeong County has been working to establish the Talent Development Foundation as a specialized educational institution dedicated to scholarship programs, lifelong education, and youth projects within the region, with a focus on strengthening public interest.
