Introduction of the Leniency Program
The leniency program, which allows a participant in a Korea Land and Housing Corporation (LH) bid to avoid restrictions on future bid participation by voluntarily reporting collusion, is being introduced.
On May 22, LH announced that it would implement this system to eradicate bid collusion in the construction industry and to establish a fair competitive order. The leniency program under the Fair Trade Act is being applied to public contracts as well, providing incentives to prevent companies from engaging in or overlooking collusion.
According to relevant regulations such as the National Contract Act, whistleblowers may have their restrictions on LH bid participation reduced or exempted.

LH President Lee Hanjoon stated, "Creating an environment where transparent and fair competition is possible is also an important responsibility of public institutions," and added, "We will continue to establish various institutional measures, including the leniency program, to ensure that a fair bidding culture takes root."
