Samhwan Dobong Apartment near Dobong Station to Be Rebuilt as 42-Story Complex with 993 Units

Designation as a Redevelopment Zone 11 Months After Consultation in June Last Year
Number of Saleable Units Increased by Applying Business Feasibility Adjustment Coefficient, etc.

The Samhwan Dobong Apartment complex near Dobong Station on Subway Line 1 will be rebuilt into a maximum of 42 stories with 993 units. The number of units available for sale has increased due to the application of a business feasibility adjustment coefficient.

On May 22, Seoul City announced that the Subcommittee on Urban Planning and the Fourth Urban Planning Committee had approved, with modifications, the designation and redevelopment plan for the Samhwan Dobong Apartment reconstruction project in Dobong-gu, as part of the expedited integrated planning maintenance projects.


Located at 87 Dobong-dong, the Samhwan Dobong Apartment complex was built in 1987 and originally consisted of 660 units. In June 2021, a resident-initiated redevelopment plan was proposed, but the project faced difficulties due to low profitability. By pursuing both expedited integrated planning consultations and the process of drafting the redevelopment plan, the project passed the review process more quickly than standard redevelopment projects.


The Samhwan Dobong Apartment complex applied for expedited integrated planning consultation in April of last year. After the initial consultation in June of the same year, the plan went through procedures such as public viewing for residents, resident briefings, and seeking opinions from the district council. Approximately 11 months after the initial consultation, the plan passed the Urban Planning Committee review.


After reconstruction, the complex will consist of high-rise residential buildings up to 42 stories, with a total of 993 units (including 155 rental units) and associated welfare facilities. Residents will have walking access to Dobong Station on Line 1, and the site’s proximity to Jungnangcheon and Musucheon streams offers excellent residential, transportation, and waterfront accessibility.


The project’s profitability has improved due to the relaxation of floor area ratio regulations for quasi-industrial zones and the application of a business feasibility adjustment coefficient. By applying a business feasibility adjustment coefficient of 2.0 from the 2030 Urban and Residential Environment Redevelopment Master Plan, the number of saleable units increased by 32, from 806 to 838.


This project is also the first case in which the legal maximum floor area ratio within a quasi-industrial zone has been relaxed to 400% through a reconstruction project, following Seoul City’s deregulation. The complex’s floor area ratio is set at 343.49%, and the building coverage ratio at 60%.


Choi Jinseok, Director of Housing for Seoul City, stated, “With this decision, we expect to see improvements in the aging residential environment of Samhwan Dobong Apartment and an expansion of the Mirinae House supply for newlyweds. We will continue to invigorate reconstruction projects and expand housing supply through expedited integrated planning.”
