Gyeonggi Province to Select Nine "Exemplary and Cooperative Apartment Complexes" in 2025

Gyeonggi Province will select nine "Exemplary and Cooperative Apartment Complexes" this year.


On May 22, Gyeonggi Province announced that it will recruit exemplary and cooperative apartment complexes in three groups, based on the number of households in mandatory management apartment complexes within the province: 150 or more but less than 500 households, 500 or more but less than 1,000 households, and 1,000 households or more.


For each group, the province will conduct a two-stage evaluation. In the first stage, city and county governments will recommend the top complex in each group based on 17 criteria across four categories: general management, facility safety and maintenance, community revitalization, and recycling and energy conservation. In the second stage, Gyeonggi Province will evaluate the recommended complexes and select a total of nine complexes?three from each group?as the top three in each group.


In particular, efforts to resolve disputes such as inter-floor noise, community revitalization, and improvements to employment contracts for management staff such as security guards are highly valued as outstanding examples of community and cooperative activities.


The selected complexes will receive a Gyeonggi Province certification plaque for exemplary and cooperative management, as well as a commendation from the governor. In addition, they will be exempt from planned audits conducted by Gyeonggi Province for three years.

Furthermore, Gyeonggi Province plans to request cooperation so that the complexes selected this year can be given priority support by city and county governments in the 2026 project for improving the residential environment of aging apartment complexes. In addition, the top complex in each group will be recommended as Gyeonggi Province’s representative for the Ministry of Land, Infrastructure and Transport’s "Outstanding Management Complex Selection" evaluation.


Gyeonggi Province will recruit complexes wishing to participate through city and county governments until July, and plans to complete the evaluation by August. Complexes wishing to participate should submit an application to the apartment housing department of their respective city or county. Since the application deadline may vary by location, applicants should check with their local city or county for detailed information.


Hong Ilyoung, Director of Apartment Housing at Gyeonggi Province, said, "This project, which has a 29-year history, selects exemplary complexes through a fair and professional evaluation process," adding, "We look forward to the active participation of complexes that will help improve the residential environment and create a community-centered apartment culture together."


The Exemplary and Cooperative Apartment Complex Selection Project was launched by Gyeonggi Province in 1997 as the first of its kind in the nation. In 2010, the Ministry of Land, Infrastructure and Transport benchmarked the project and expanded it nationwide. The project is being promoted with the core goals of improving residents' housing welfare, strengthening self-management capabilities, and revitalizing communities.


This year marks the 29th anniversary of the project, which continues to discover exemplary management cases among apartment complexes subject to mandatory management.
