Dongjak District Achieves 70% Pledge Fulfillment Rate,
Significantly Surpassing the National Average
Dongjak District in Seoul has received the highest SA grade for the third consecutive year in the “2025 National Basic Local Government Head Pledge Implementation and Information Disclosure Evaluation” organized by the Korea Manifesto Center.
This evaluation was based on five main criteria: completion of pledges, achievement of 2024 goals, communication with residents, web communication, and consistency. Grades ranged from SA to F. As of the end of 2024, Dongjak District had completed 75 out of 107 pledges, achieving a fulfillment rate of 70%, which significantly exceeds the national average of 53.05%.
Park Ilha, the head of Dongjak District in the 8th popularly elected term, was recognized for faithfully fulfilling pledges in seven areas: “Empowering Welfare,” “High-Quality City,” “Convenient Living,” “Vibrant Economy,” “Future-Oriented Education,” “Abundant History and Culture,” and “Robust Safety.”
In particular, Dongjak District was praised for presenting a rapid model of the “Dongjak-style Redevelopment Project” through the Namseong Station Area Revitalization Project, and for actively pursuing initiatives that were the first of their kind in the district or nationwide, such as the “Hyodo Call Center” (a welfare platform dedicated to seniors), the “10,000 Won Housing” (reducing housing burdens for youth), the nation’s first “Dinner Box Support,” and the “Children’s English Playground,” all of which achieved tangible results.
Additionally, resident-focused policies such as the “New Left-Turn Lane at Sinsangdo Elementary School Intersection,” “Relocation of Utility Poles Causing Traffic Inconvenience,” and “Installation of Road Heating Systems for Snow Removal Preparedness” have received strong positive responses from residents.
Park Ilha, head of Dongjak District, stated, “This achievement is the result of active communication and collaboration between residents and business departments,” and added, “We will continue to focus our administrative efforts to ensure the remaining pledges are carried out without delay.”
