Jangsu County Earns 'SA Grade' for Pledge Implementation for Second Consecutive Year

Achieved 67.2% Pledge Implementation Rate in 2024
Highest Grade for Two Consecutive Years in the Korea Manifesto Practice Headquarters Evaluation

Jangsu County in North Jeolla Province received the highest grade (SA) for two consecutive years in the "2025 Nationwide Local Government Heads' Pledge Implementation and Information Disclosure Evaluation" organized by the Korea Manifesto Practice Headquarters.

According to the county on the 19th, this evaluation was conducted over approximately 90 days starting in February, targeting all 226 basic local governments nationwide. Jangsu County achieved the highest grade for the second consecutive year, following last year’s result.


The Manifesto Evaluation Team monitored the status of the 8th popularly elected heads' pledge implementation posted on the websites of each city, county, and district. Local governments were given ample opportunity to provide explanations regarding the first-round evaluation, and the final results were announced after a second evaluation round.


This year’s evaluation was conducted in five categories: pledge implementation completion, achievement of 2024 goals, resident communication, web communication, and consistency. Local governments that scored 87 points or higher out of a total of 100 received the highest grade (SA), while those scoring 83 points or higher were awarded the excellent grade (A).


The county has transparently disclosed quarterly pledge implementation results and adjustments through its website, and has continuously conducted systematic management by regularly inspecting all pledge projects. In addition, regular communication with the county jury panel to collect and reflect diverse opinions from residents significantly contributed to the high evaluation score.


In 2024, the county achieved a pledge implementation completion rate of 67.2% (47 out of a total of 70 projects completed), which is significantly higher than the national average completion rate of 53.5%. The remaining uncompleted pledge projects are also being steadily pursued without setbacks.


Choi Hoonshik, the county governor, stated, "Achieving the highest grade this time is thanks to the dedication of public officials who have sincerely worked to fulfill each pledge with residents, even under difficult financial circumstances, as well as the constant interest and advice from our residents. Moving forward, we will continue to drive sustainable growth for Jangsu through substantial pledge implementation based on communication with residents."
