Seoul City Expands Parental Leave for Public Officials and Strengthens Civil Servant Protection with New Local Statutes

100 Days of Special Leave for Premature Births
20 Days of Paternity Leave for Public Officials' Spouses
Non-Residential Ratio in Commercial Areas Lowered to 10%

Going forward, Seoul City public officials who give birth to premature babies will be granted 100 days of special leave. Paternity leave for public officials' spouses will be extended to 20 days.


On the 13th, Seoul City announced that it held the 6th Ordinance and Regulation Deliberation Committee, during which it reviewed and approved an ordinance and regulation promulgation plan containing these measures. The approved local statutes will be promulgated on the 19th and on June 2. By type, there are 90 ordinances and 6 regulations.

The most notable change is the improvement in the treatment of public officials. The partial amendment to the Seoul Metropolitan Government Public Officials Service Ordinance adds 100 days of special leave for those who give birth to premature babies. It also increases the number of days for paternity leave from 10 to 20 days, and for those who give birth to two or more children, from 15 to 25 days.


Measures to protect public officials who handle civil complaints have also been strengthened. Repetitive phone calls, prolonged conversations, and occupation of premises, as well as acts such as verbal abuse and physical assault, are now classified as "special civil complaints." By defining these clearly, the system aims to provide institutional support for the prevention of and recovery from such incidents.


The plan also includes a temporary (three-year) relaxation of the floor area ratio for small-scale buildings in Category 2 and 3 general residential areas, up to the legal maximum. In addition, the minimum non-residential ratio for mixed-use residential buildings in commercial areas will be adjusted from 20% to 10%.


Furthermore, the partial amendment to the Ordinance on the Establishment and Operation of Seoul Housing and Urban Corporation includes a provision to change the name of the corporation to "Seoul Housing and Urban Development Corporation." The partial amendment to the Ordinance on Improving the Culture of Using Narcotic Product Names in Seoul introduces a new clause that allows the city to recommend changes if narcotic-related expressions are used in the labeling or advertising of food and other products.
